unstar this property answer text
The information requested on cyber spending covers sensitive detail about cyber security investment for the National Health Service. In this instance, releasing this information at the level of any annual breakdown may assist in determining the effectiveness of detecting cyber-attacks on the NHS, and could compromise measures to protect NHS IT systems, leaving them vulnerable to future cyber-attacks.

However, in total, over £250 million will have been invested nationally to improve the cyber security of the health and care system between 2016 and 2021. This excludes both investment by local organisations, and wider national IT investment which supports better security such as Microsoft licensing for NHS organisations.

Regarding the steps taken to defend against cyber attacks on the NHS, the active cyber defence of NHS organisations is a local responsibility for each organisation to carry out. However, there is national support and practical guidance available to NHS organisations which is primarily delivered by NHS Digital but supported and prioritised for the highest risk organisations by NHS England and the Department. In the event of national-scale incidents that affect many health and care organisations, NHS Digital plays a vital role in coordinating and ensuring appropriate technical remediation, as part of the wider cross-system cyber security response led by the Department.

answer
unstar this property answer text
Membership data from the NHS Pension Scheme shows the number of hospital doctors and general practitioners (GPs) claiming their pension earlier than their normal pension age.

Whilst the scheme does not require individuals to give reasons for claiming their pension, the rise in voluntary early retirement rates coincides with reductions in pension tax allowances over the same period. The annual and lifetime allowances limit the amount by which an individual can grow their pension tax-free each year and in total. There is emerging evidence that pension tax may be a factor in doctors deciding to retire early or limit their National Health Service commitments. There are of course other factors, such as workload.

The Government is alive to the issues raised by senior clinicians, and keeps the impact of public sector pay and pensions policies under constant review, taking account of total reward and fiscal considerations.

The following table shows the number of hospital doctors and GPs claiming their NHS Pension on a voluntary early retirement basis from the 1995 NHS Pension Scheme.

Scheme Year

Hospital Doctors

GPs

2011-12

315

513

2012-13

387

591

2013-14

406

746

2014-15

453

739

2015-16

494

695

2016-17

490

721

2017-18

424

588

unstar this property answer text
We have now reached agreement with the European Union on an extension until 31 October 2019 at the latest, with the option to leave earlier as soon as a deal has been ratified. Although Parliament has rejected leaving without a deal multiple times, this remains the legal default at the end of the extension period, unless a deal is passed by Parliament.

In light of the extension, Departments will make sensible decisions about the timing and pace at which some of this work is progressing, but we will continue to prepare for all exit scenarios. We remain focused on ensuring our smooth and orderly withdrawal from the EU with a deal as soon as possible.

The Department is considering the impact on our EU exit preparations and we are working closely with our stakeholders to review our position.

While we never give guarantees, we are confident that, if everyone does what they need to do, the supply of medicines and medical products, including for supplies of clinical trials and investigations, will be uninterrupted in the event we leave the EU without a deal.

In terms of EU exit preparations for local National Health Service organisations, on 18 April 2019 Professor Keith Willett, EU Exit Strategic Commander at NHS England and NHS Improvement, wrote to clinical commissioning group and trust Chief Executives to update them on the further extension to Article 50, and the actions that now need to be taken locally to continue to prepare for the United Kingdom’s exit from the EU. Further details are available in Professor Willett’s letter that NHS England and NHS Improvement has published online at the following link:

https://www.england.nhs.uk/wp-content/uploads/2019/04/20130418-KW-EU-exit-letter-final-.pdf

These actions will also apply to cardiac units as they are within trusts.

unstar this property answer text
The decision over where Mental Health Support Teams are sited is for local determination, based on criteria agreed between the Department of Health and Social Care, NHS England and the Department for Education. For the 2018-19 trailblazers, four essential criteria were used to help identify potential clinical commissioning groups (CCGs) to be part of initial implementation, in order to ensure that sites would be able to mobilise within the tight timescales for that year and provide essential learning for subsequent waves:

- Delivery of the Mental Health Investment Standard in 2017-18;

- Data flowing to the Mental Health Services Dataset from the providers commissioned by CCGs to demonstrate access level above 20% of the population of children and young people;

- That the CCG is not in special measures and that the main provider of children and young people’s mental health services is not rated inadequate; and

- Proximity to a training site – within one hour by public transport or car.
