star this property answer text <p>As part of the NHS Long Term Plan, NHS England committed to increase its investment in children’s palliative care over the next five years by match funding clinical commissioning groups (CCGs) who commit to increase their investment in local children’s palliative and end of life care services.</p><p> </p><p>Subject to CCGs increasing investment, NHS England will match this by up to £7 million a year by 2023/24. This increase is in addition to the Children’s Hospice Grant, which provides an annual contribution of £11 million. NHS England is currently establishing financial reporting systems to monitor the baseline investment of CCGs in children’s palliative and end of life care services. This will enable match funding payments made to CCGs where the investments are increased above the investment baseline in the previous year. As baselining will be ongoing through 2019/20, and therefore match funding will not be available in this year, NHS England will be increasing the children’s hospice grant to £12 million for this period.</p><p> </p><p>With regards to financial sustainability of hospices, these are primarily charity-funded but receive some statutory funding from CCGS for providing local services. The amount of funding varies between CCGs, but on average adult hospices receive approximately 30% of their overall funding from National Health Service sources. CCGs are responsible for determining the level of NHS-funded hospice care locally and they are responsible for ensuring that the services they commission meet the needs of their local population.</p>

star this property answer text <p>The level of provision of local health services available to patients, including fertility treatment, is, and has been since the 1990s, a matter for local healthcare commissioners. Clinical commissioning groups (CCGs) have a statutory responsibility to commission healthcare services including fertility services that meet the needs of their whole population.</p><p>The Human Fertilisation and Embryology Authority’s guidance for commissioners is a new tool to help them implement the National Institute for Health and Care Excellence (NICE) fertility guidelines.</p><p>The Government’s position is that CCGs should be following the NICE fertility guidelines as part of their National Health Service service offer to local people. On 17 June 2019, the then Parliamentary Under Secretary of State for Mental Health, Inequalities and Suicide Prevention (Jackie Doyle-Price MP) wrote to the Chief Executives of all CCGs in England to promote the guidance and benchmark price, and strongly encourage them to implement the NICE fertility guidelines in full.</p>

All of these meetings were held, and the draft Terms of Reference revised, when the Taskforce was co-chaired by the then Parliamentary Under Secretary for Mental Health, Inequalities and Suicide Prevention (Jackie Doyle-Price MP).</p><p> </p><p>The Taskforce has not worked directly with the campaign against painful hysteroscopies or other campaign groups. The Taskforce is co-chaired by the President the Royal College of Obstetricians and Gynaecologists.</p><p> </p><p>There are currently no plans to include outpatient hysteroscopy as an agenda item for a future meeting of the Women’s Health Taskforce; it is, of course, possible that the issue will be discussed under a different agenda item in the future.</p><p> </p>

star this property answer text <p>Since 2011 the Department has provided over £26.8 million in financial support to NHS Blood and Transplant and Anthony Nolan to enable the establishment of a unified United Kingdom Stem Cell Registry and improve access to and outcomes of stem cell donation. This includes improving equity of access to unrelated donor stem cell transplantation for black, Asian and minority ethnic (BAME) patients through targeted recruitment to the UK Stem Cell Registry.</p><p>Current funding includes very specific stipulations about the numbers of newly registered bone marrow donors, and the proportion of umbilical cords stored in the UK Cord Blood Bank that must be from BAME backgrounds (35-40%). There are now 1.6 million donors on the UK’s aligned stem cell registry and the proportion of BAME donors in the UK registry has gone up from 11% to 14% between 2014 and 2019. star this property answer text <p>The Care Act 2014 placed a duty on local authorities to shape their local markets so that there is an adequate supply of provision which ensures all adult social care service users have a choice of high-quality services. In the case of state-funded care, local authorities negotiate with care providers to achieve a balance of quality, effectiveness and value for money for the public purse.</p><p>The level of fees charged to people who fund their own care is a private contractual matter.</p><p>The Care Act also placed a duty on local authorities to assess an individual’s finances to establish if they are able to pay for their care. This ensures everyone can rely on state support if they do not have the means to support themselves. The means test is reviewed annually.</p><p> </p><p> </p><p> </p> more like this

star this property answer text <p>We are committed to ensuring people receive a timely diagnosis of autism in line with the clinical guideline set by the National Institute for Health and Care Excellence (NICE). This guideline recommends the length of time between referral and a first appointment to start an assessment should be no more than three months.</p><p>Whilst a diagnosis of autism should happen as soon as possible, it is important to recognise that a diagnosis is often complex and involves many different professionals and agencies. We are following the clinical guideline set by NICE.</p><p>Under the NHS Long Term Plan, over the next three years, autism diagnosis will be included alongside work with children and young people’s mental health services to test and implement the most effective ways to reduce waiting times for specialist services. This will be a step towards achieving timely diagnostic assessments in line with best practice guidelines. The Department will support NHS England and NHS Improvement’s work on this.</p><p> </p><p> </p><p> </p>

Since its launch in April 2019, NHS Blood and Transplant’s communication campaign has developed specific materials to resonate with diverse audiences and communities, including translating materials into different languages and taking into account different faith and beliefs. Funding for adult social care comes from several sources, including central Government grants, council tax revenue, business rates, and National Health Service funding through the Better Care Fund. Local authorities are responsible for setting their own overall budgets for adult social care.</p><p> </p><p>The attached table from the NHS Digital Activity and Finance Report 2018-19 provides an overview of expenditure in England on adult social care including a number of sources of funding. However, these are not available at the local authority level.</p><p> </p><p>A local authority level timeseries breakdown is not compiled centrally. However, raw data for local authority level breakdowns of expenditure is available on the NHS Digital website in their social care collections. Not all sources of funding are available at local authority level, such as the Better Care Fund. star this property answer text <p>No assessment has been made. The Department funds research through the National Institute for Health Research (NIHR). The NIHR welcomes research funding applications into any aspect of human health, including cystic fibrosis.</p><p> </p><p>Over the last five years, the NIHR has provided £8 million to fund 27 research studies into various aspects of cystic fibrosis and has provided just over £1 million to the Cochrane Cystic Fibrosis and Genetic Disorders Group to carry out systematic reviews in this area.</p><p> </p><p>The NIHR has also supported 124 studies and trials on cystic fibrosis via the NIHR Biomedical Research Centres, Units and other research infrastructure, and a further 125 studies in this area through the NIHR Clinical Research Network.</p> more like this
