The plan will set out how the NHS will develop over the coming years, underpinned by a five-year funding offer which will see the NHS budget grow by over £20.5 billion a year in real terms by 2023-24. It provides an excellent opportunity to look at how HIV and other services can be further improved over the next decade. This monitors the progress made towards the Plan’s ambitions, which includes improving quality of life and reducing stigma.</p><p>The framework states that further work will be undertaken with the HIV Action Plan Implementation Steering Group and with professional groups, the HIV community and academic partners to develop indicators to monitor quality of life for those living with HIV. The task and finish group will be comprised of delivery partners, such as the voluntary and community sector and NHS England and will explore how to improve the care provided, including the transition between young and adult HIV care and treatment services and coordinating care in multiple clinical specialties.</p><p> </p><p>NHS England is also reviewing the national service specification for adult HIV services, which sets out the standards of care for providers, including the availability of community, psychological and psychosocial support for patients.</p><p> </p><p>Specialised HIV inpatient and outpatient services have been identified as areas for greater integrated leadership by NHS England and integrated care boards (ICBs). 	answer	answer is ministerial correction date of answer 28/06/2023 answer text <p>The UK Health Security Agency (UKHSA) HIV Action Plan monitoring and evaluation framework showed in 2021, 147 people were diagnosed and not yet linked to specialist human immunodeficiency virus (HIV) care, 4,444 people had not attended care for at least 15 months and 1,195 had been seen for HIV care but were not on treatment, corresponding to a lower estimate of 5,786 people diagnosed and not receiving treatment in 2021. UKHSA also estimate that there could be an additional 18,226 people seen for care since January 2015, with at least a 15 months gap in HIV care and not seen again by end of 2021, corresponding to an upper estimate of 24,012 people diagnosed but not on antiretroviral treatment.</p><p>As part of the HIV Action Plan, we committed to ensure everyone with an HIV positive status receives adequate treatment and to optimise access, retention and re-engagement in HIV care. 	answer	answer is ministerial correction date of answer 26/06/2023 answer text <p>The UK Health Security Agency is currently developing a methodology to estimate incidence among heterosexual men and women based on the methodology currently used to produce estimates of incidence for gay, bisexual and other men who have sex with men. As estimates of incidence are not available for heterosexual men and women, new diagnoses first made in the United Kingdom are used as a proxy and interpreted in context of levels of HIV testing amongst those populations.</p><p>Between 2019 and 2021, there was a slight increase in HIV diagnoses and late HIV diagnoses among heterosexuals, whilst HIV testing coverage remained substantially lower in 2021 than in 2019. In addition, the estimated number of undiagnosed people among heterosexual men and women did not decline over the same period. Specifically the Government is committed to reducing risky behaviour through the promotion of condoms, needle exchange schemes as well as the prevention of HIV acquisition through the possible use of treatments, (such as pre-exposure prophylaxis) and improving early diagnosis through increasing HIV testing and treatment of HIV among persons diagnosed with the virus. There are currently no plans to update the Framework. A copy of the Framework is attached.</p><p>The United Kingdom is committed to meeting the United Nations targets by 2020 for stopping new HIV infections, ensuring that everyone living with HIV has access to HIV treatment, protecting and promoting human rights and producing data for decision makers.</p><p>England is close to achieving these targets. In 2016, 88% of the 89,360 estimated number of people living with HIV had been diagnosed. Of those diagnosed, 96% were receiving HIV treatment and of those receiving treatment, 97% had a suppressed viral load, fulfilling the second two metrics of the 90:90:90 targets. Overall in England, 82% of people living with HIV are estimated to have a suppressed viral load, surpassing the overall aim of the UNAIDS target (73%). The Public Health England report <em>Towards elimination of HIV transmission, AIDS and HIV related deaths in the UK </em>outlines progress achieved towards these targets.
