	answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>NHS England does not commission separate services for sickle cell patients with stroke, chronic kidney disease, end-stage renal disease or pulmonary hypertension and so cannot provide annual per capita costs. These services are commissioned on behalf of all patients that require them, which would include people living with sickle cell disease.</p><p>NHS England has recently undertaken a review of haemoglobinopathy services to ensure that patients living with conditions such as sickle cell disease are able to access the high-quality services they need for their condition across the country. NHS England is now commissioning a networked-based model of care for specialised haemoglobinopathy services which will included specialist haemoglobinopathy teams across the country, regional haemoglobinopathy coordination centres and a National Haemoglobinopathy Panel. The new model will enable advice to be provided to local clinicians on the management of patients with sickle cell disease 24 hours a day, seven days a week. Actavis modified release propranolol capsules are currently unavailable. 	answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>Since April 2017 NHS England has made £26.4 million funding available to enable clinical commissioning Groups (CCGs) to offer an expanded number of structured education places to support people with diabetes to manage their condition.</p><p>In April 2019 NHS England and NHS Improvement wrote to all CCGs to make them aware that these funds could be used to commission digital approaches. They also provided information about digital programmes which have been assessed by NHS Digital and published on the NHS Apps Library and which have undergone independent quality assurance. A significant number of the programmes on the NHS Apps Library involve coaching for people living with type 2 diabetes.</p><p>NHS England and NHS Improvement are currently working to widen access to digital self-management support for patients with type 1 and type 2 diabetes through the following:</p><p>- Redeveloping and supporting implementation of ‘Healthy Living for People with type 2 Diabetes’ which is an online, self-management support tool comprising of a digitally delivered education course, that has been shown in a randomised controlled trial to significantly reduce average blood glucose levels and to reduce diabetes-related distress in those more recently diagnosed;</p><p>- Investing £2 million through the NHS Test Bed Programme to implement and evaluate combinatorial digital delivery models for self-management education for people living with type 2 diabetes. A number of digital interventions being rolled out in the Test Beds include a coaching element and where successful NHS England plan to support wider adoption of these approaches; and</p><p>- Commissioning NHS Digital to develop a new resource aimed specifically at people with a new diagnosis of type 1 diabetes to support them to self-manage. The site includes advice tailored to lifestyle and educational content which can be accessed online. 	answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>The Department collaborated with the Royal College of Physicians on the National Review of Asthma Deaths and welcomed this report. Since its publication, significant improvements have been made in asthma care.</p><p> </p><p>Respiratory disease, including asthma, is a clinical priority within the NHS Long Term Plan, which aims to improve outcomes for patients through earlier diagnosis and increased access to treatments. The Respiratory Delivery Board will take forward respiratory proposals set out in the Plan by working with key partners.</p><p> </p><p>The National Health Service is supporting the national asthma audit programme which provides data on a range of indicators to show improvements and opportunities in asthma outcomes. NHS RightCare will be publishing an asthma toolkit later this year to support local commissioners and systems in delivering quality care. A best practice tariff for asthma, which aims to reduce variation in asthma care, is also in development.</p><p> </p><p>The current quality outcomes framework indicators for asthma are in consultation and changes for the annual review indicators may include data on asthma control; exacerbations; and written personalised action plans.</p><p> </p><p>As set out in the Long Term Plan, pharmacies in primary care networks will undertake medicine reviews for asthma patients. The first meeting of the Board was held last month. A range of organisations are represented on the Board. 	answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>As outlined in both the NHS Long Term Plan and <em>Investment and evolution: a five-year framework for GP contract reform to implement The NHS Long Term Plan</em>, NHS England and NHS Improvement are currently undertaking a Review of vaccinations and immunisations. The Department would not wish to pre-empt the outcome of this Review. <em>Investment and evolution</em> sets out the purpose of the Review as being to:</p><p>- Ensure the system incentivises achievement of appropriate uptake rates for immunisations in line with national public health uptake rates;</p><p>- Reduce the administrative burden on general practices by simplifying the system if possible;</p><p>- Clarify what is expected on call/recall for immunisations delivered through the general practitioner (GP) contract;</p><p>- Address anomalies in the system that directly incentivise some vaccines but not others;</p><p>- Look at how we deal with outbreaks and catch-up programmes; and</p><p>- Consider whether we extend the list of chargeable travel vaccines.</p><p>Recommendations from the Review will be implemented through the 2020 and 2021 GP contracts.</p><p>A copy of <em>Investment and evolution: a five-year framework for GP contract reform to implement The NHS Long Term Plan</em> is attached.</p><p> </p> answering member printed Baroness Blackwood of North Oxford question first answered 19/07/2019 09:14:02 answering member 4019 label Biography information for Baroness Blackwood of North Oxford attachment 1 file name gp-contract-2019.pdf title Five Year framework for GP contract reform
