star this property answer text <p>The NHS Long Term Plan, published on 7 January 2019 sets out where extra National Health Service funding will be focused and how services will be designed, including the importance of ensuring speech and language therapy is joined up with children’s mental health services. Work will take place with local areas to design and implement models of care for children and young people that are age appropriate, closer to home and bring together physical and mental health services. These models will support health development by providing holistic care across local authority and NHS services, including primary care, community services, speech and language therapy, school nursing, oral health, acute and specialised services.</p> more like this

Further detail on the role will also be outlined in the Statutory Code of Practice. The Government envisages professionals such as social workers, learning disability nurses, occupational therapists, psychologists and other suitable health and social care professionals could take on the role if they meet the criteria set out in regulations.</p> more like this

star this property answer text <p>The comprehensive model for personalised care is made up of six key components:</p><p>- Patient Choice;</p><p>- Patient Activation;</p><p>- Social Prescribing;</p><p>- Shared decision making;</p><p>- Personalised care and support planning; and</p><p>- Personal health budgets.</p><p> </p><p>This is a new model which was developed through the Integrated Personal Commissioning and Empowering People and Communities programmes. The components were tested in 2017/18 across 21 demonstrator sites, who reported 180,000 personalised care interventions for 2017/18. Sites are now rolling out the model and in Q2 2018/19 reported 280,000 personalised care interventions.</p><p> </p><p>The intention, as set in the NHS Long Term Plan, is to roll out beyond demonstrator sites to reach 2.5 million people by 2023/24.</p><p> </p><p>There is a national data collection for personal health budgets. The number of people with a personal health budget was:</p><p>- 15,811 in 2016/17;</p><p>- 28,040 in 2017/18; and</p><p>- 32,341 in 2018/19 (latest figure from Q2).</p>

star this property answer text <p>NHS Digital conducts the National Diabetes Insulin Pump Audit as a part of the National Diabetes Audit (NDA) Programme. Data from this audit shows that the number of people with diabetes attending specialist diabetes services in England in 2016-17 who were using an insulin pump was 9,735. Data for 2017-8 and 2018-9 is not yet available.</p><p> </p><p>It should be noted that disclosure control has been applied to all figures, as per the NDA publication. All numbers are rounded to the nearest five, unless the number is one to seven, in which case it is rounded to five.</p> more like this

star this property answer text <p>Whilst Government Departments do not seek accreditation to the Living Wage Foundation in relation to their rates of pay, the Department’s pay levels are above the current London Living Wage rates (as defined by the Living Wage Foundation) for directly employed members of staff and agency staff that are also sourced via the Crown Commercial Services Framework Contingent Labour Framework.</p><p>Contractor pay levels adhere to the statutory requirements to pay the National Minimum Wage or National Living Wage. We do not require pay levels for our contractors to be above London Living Wage levels.</p> more like this

star this property answer text <p>Employers have a statutory responsibility to provide sufficient numbers of suitably qualified, competent, skilled and experienced staff to meet the needs of the people using health services, including those with a learning disability.</p><p> </p><p>The Learning Disability Core Skills Education and Training Framework, published in July 2016 sets out the requisite skills and competencies that staff need to deliver care and support to people with a learning disability. The Framework sets out the necessary skills across three tiers. Tier 1, knowledge for roles that require general awareness of learning disabilities; Tier 2, knowledge and skills for roles that will have some regular contact with people with a learning disability and Tier 3, knowledge and skills for those providing care and support for people with a learning disability. Training should be provided in line with this Framework.</p><p> </p><p>Health Education England (HEE) is currently producing eLearning materials to support Tier 1 learning disability awareness training. This free online training will be available to all staff in 2019. HEE will also be writing to all education providers reminding them of the Learning Disability Core Skills Education and Training Framework and ask them to ensure that all staff groups include Tier 1 awareness training as a minimum.</p><p> </p><p>HEE also uses a workforce development fund to support the ongoing development of staff, with spending focused on priority areas, including staff working with people with learning disabilities and/or autism. Examples of the type of development that is supported includes, Positive Behavioural Support, Total Attachment Theory, Leadership programmes, Mindfulness-based Stress Reduction, Learning Disability Mortality, Building the Right Support, Early Positive Approaches to Support, Restraint Reduction, Positive Behavioural Support Workshops for family carers, Forensic learning disabilities skills, Trauma informed care and Autism.</p><p> </p><p>All nurses receive learning disabilities training as part of their pre-registration education. Curricula are set by individual education providers, to standards set by the professional regulators.</p><p> </p><p>Additionally, since April 2015, newly appointed health care assistants, including those who will provide care and support to people with a learning disability have been undergoing training as part of the national implementation of the Care Certificate. The Care Certificate equips new staff with the knowledge and skills which they need to provide safe, compassionate care across a range of areas, including the care of people with a learning disability.</p><p> </p><p>We have committed that there will be a response to each of the recommendations of the Learning Disabilities Mortality Review Programme annual report, including the recommendation on training. The response will be published soon.</p>
