Around a quarter of these are children’s hospices. The vast majority of hospices are primarily charity-funded but receive some statutory funding from clinical commissioning groups (CCGs) and the Government for providing local services. CCGs are responsible for determining the level of NHS-funded hospice care locally and they are responsible for ensuring that the services they commission meet the needs of their local population.</p><p>As part of the NHS Long Term Plan, NHS England committed to increase its investment in children’s palliative care over the next five years by match funding CCGs who commit to increase their investment in local children’s palliative and end of life care services.</p><p>Subject to CCGs increasing investment, NHS England will match this by up to £7 million a year by 2023/24. This increase is in addition to the Children’s Hospice Grant, which provides an annual contribution of £11 million. NHS England is currently establishing financial reporting systems to monitor the baseline investment of CCG in children’s palliative and end of life care services. This will enable match funding payments to be made to CCGs where the investments are increased above the investment baseline in the previous year. The amount of funding varies between CCGs, but on average adult hospices receive approximately 30% of their overall funding from National Health Service sources. In the NHS Long Term Plan, NHS England set out that it will increase its contribution to children’s palliative care over the next five years by match funding clinical commissioning groups (CCGs) which commit to increase their investment in local children’s palliative and end of life care services. NHS England will match CCG increased investment by up to £7 million a year by 2023/24.</p><p> </p><p>The increase set out in the Long Term Plan is in addition to the existing Children’s Hospice Grant, which currently provides an annual contribution of £11 million. NHS England estimates that full match funding should more than double the additional NHS support from £11 million to a combined total of £25 million a year by 2023/24.</p><p> </p><p>The Department would expect hospices to be significant beneficiaries of the additional funding NHS England has committed to over the next five years. In many areas, children’s hospices are the main providers of children’s palliative and end of life care services. However, this new investment may also provide for community services; short break (respite) services; and out of hours support for children with palliative care needs, all of which we know is hugely valued by children and their families and carers.</p><p> </p><p>The Department believes the focus of NHS England’s planned increase to children’s palliative care services is the correct to approach to deliver sustainable and effective care for this vulnerable group of patients. Simply increasing the hospice grant is not a solution. As with the vast majority of NHS services, the funding and commissioning of palliative and end of life care, is a local matter, over which individual National Health Service commissioners have responsibility. Local commissioners are best placed to understand the needs of local populations and commission services to meet those needs accordingly. The only exception to this are a small number specialist paediatric palliative care inpatient services, commissioned nationally by NHS England from <ins class="ministerial">ten centres</ins> <del class="ministerial">eight centres</del> across England as part of its remit to deliver specialised services.</p><p> </p><p>Much of the routine palliative care patients receive will be provided either in outpatient or community settings, by nurses, community teams or general practitioners as part of general NHS services provision, rather than as an identified palliative care service. In such services, data are either not available or does not identify palliative treatment. In addition, social and voluntary sector organisations can provide additional support to patients at the end of life. Therefore, figures for the total cost of palliative care service for children nationally, or across local areas, is not available. Decisions regarding referral to local palliative care services will be made on the basis of clinical need.</p><p><br /> The following table shows information regarding funding provided via the Children’s Hospice Grant to hospices in the North and in Wirral over the last eight years. The Children’s Hospice Grant is awarded annually and administered by NHS England. During 2016/17, NHS England worked with Together for Short Lives, the leading children’s end of life care charity, on a consultation on allocation method for the grant in 2017/18.
