	answer	answer is ministerial correction date of answer 23/01/2023 answer text <p>The current Code of Practice requires that a series of reviews are undertaken when a patient is placed in seclusion or segregation, of which some must be independent. We are currently in the process of reforming the Mental Health Act and will revise its Code of Practice accordingly. As part of this, we will review this chapter of the code to ensure that it reflects best practice, including for people with a learning disability and autistic people.</p><p>The draft Mental Health Bill was published in June 2022 and is currently undergoing pre-legislative scrutiny by a Joint Committee. However, it is not usual practice to ring-fence funds for particular topics or conditions. Applications are subject to peer review and judged in open competition, with awards made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality. However, local areas are responsible for determining this funding should be allocated based on local circumstances.</p><p>Through the NHS Long Term Plan, we are supporting individuals to stay well in their communities and reduce demand on inpatient services. Through the NHS Long Term Plan, we will invest an additional £1 billion in community mental health care for adults with severe mental illness by 2023/24. This will allow 370,000 adults and older adults with severe mental illnesses, including eating disorders, greater choice and control over their care and support them to live well in their communities.</p><p> </p><p>‘The Community Mental Health Framework for Adults and Older Adults’, published in 2019, describes the Long Term Plan’s vision for a place-based community mental health model and how community services should transform, which is available at the following link:</p><p> </p><p><a href="https://www.england.nhs.uk/wp-content/uploads/2019/09/community-mental-health-framework-for-adults-and-older-adults.pdf" target="_blank">https://www.england.nhs.uk/wp-content/uploads/2019/09/community-mental-health-framework-for-adults-and-older-adults.pdf</a></p><p> </p><p>These models will be fully integrated across primary and community mental health services and centred around Primary Care Networks. However, the NHS Long Term Plan commits to 100% coverage of 24 hours a day, seven days a week age-appropriate crisis care via NHS 111, Crisis Resolution Home Treatment functions for adults and provision for children and young people combining crisis assessment, brief response and intensive home treatment functions by 2023/24. In addition, all general hospitals will have mental health liaison services.</p><p> </p><p>For those with severe needs or in crisis, all National Health Service mental health providers have established 24 hours a day, seven days a week all-age urgent mental health crisis lines a year earlier than planned. We are investing £150 million to increase the range of services available, including crisis cafes, safe havens and crisis houses and during the winter this will also address step down care, home adaptations, improving crisis lines and employment of social care staff. Of this funding, £7 million will be used to deploy dedicated mental health ambulances from 2023/24.</p><p> </p><p>NHS England consulted on the potential to introduce five new waiting time standards, including an ‘urgent’ and ‘very urgent’ referral to a community based mental health crisis service.
