star this property answer text <p>The NHS Long Term Plan will integrate mental and physical health services in hospitals through the further development of liaison mental health teams in acute hospitals’ emergency departments and inpatient wards. A programme is already in place to deliver the commitment set out in the Five Year Forward View that by 2020/21 all acute hospitals will have liaison teams in place, with at least half to provide this on a 24 hours a day, seven days a week basis in line with the ‘Core 24’ standard established by the Royal College of Psychiatrists. Under the NHS Long Term Plan, by 2023/24, 70% of these liaison services will meet the ‘Core 24’ service standard.</p><p> </p><p>On the future funding of services, the NHS Long Term Plan National Implementation Framework, to be published in the spring, will provide further information on how the NHS Long Term Plan will be implemented. Additional details, based on local health system five year plans, will be brought together in a detailed National Implementation Plan in the autumn.</p>

star this property answer text <p>The Five Year Forward View for Mental Health set out plans for expanding Improving Access to Psychological Therapies (IAPT) services so that they can treat people with long-term health conditions, such as diabetes or cardiovascular disease. This work is underway, with many integrated IAPT services providing physical care and psychological therapies.</p><p> </p><p>Under the NHS Long Term Plan, by 2023/24, an additional 380,000 adults and older adults will be able to access National Institute for Health and Care Excellence-approved IAPT services.</p> more like this

star this property answer text <p>We received over 5,000 submissions to our mental health and wellbeing call for evidence, launched last year to ask the public a range of questions to help develop future plans for mental health and wellbeing in England. We have analysed these responses, and we will consider them as part of the process for developing the Major Conditions Strategy, which will set out a strong and coherent policy agenda that sets out a shift to integrated, whole-person care.</p><p> </p><p>A joined up Major Conditions Strategy will ensure that mental ill-health is considered alongside other physical health conditions, meaning the interactions between them are reflected in any resulting commitments.</p> more like this

star this property answer text <p>Interim findings from an evaluation of the development, implementation and early progress of mental health support teams in schools and colleges in the first 25 ‘trailblazer’ areas was published in July 2021. This found evidence of strengthened local partnership working; greater confidence among staff in schools and colleges in discussing mental health with children and young people; easier access to advice on mental health issues for pupils; and faster access to direct support for children and young people with some mental health problems. A final evaluation report is expected later in 2022.</p><p> </p><p>For both adults and children and young people’s National Health Service mental health services, commissioners seek to ensure that interventions on offer have been recommended as clinically and cost effective by the National Institute for Health and Care Excellence. These including local talking and psychological therapies provided through the Improving Access to Psychological (IAPT) programme, with the outcomes monitored through the IAPT dataset.</p><p> </p><p><strong> </strong></p>

star this property answer text <p>The Right Care, Right Person (RCRP) model was developed by Humberside police force. Where forces choose to adopt this approach, in partnership with health and social care partners, police will only respond to mental health incidents where there is a clear risk to life or serious harm. RCRP is not in itself a model for referring people to other agencies, but is principally a model for police in control rooms to triage calls. As such, we do not have information about how the model has impacted on the number of cases referred to the National Health Service in the areas where it is being operated.</p><p> </p><p>The Department is developing a National Partnership Agreement (NPA) with the National Police Chiefs' Council, NHS England, and the Home Office to set out the principles of Right Care Right Person and encourage a national roll-out. The NPA will provide a framework for local areas to adopt the principles of the RCRP approach, but implementation will be planned locally through partnerships with police forces, health bodies and local authorities, to ensure that patient safety is maintained and people in mental health crisis are not left without support.</p><p> </p><p>It will be up to local areas to identify exactly how they adopt the model. Police Chiefs are operationally independent, and moreover developing plans for implementation in partnership with local health and social care agencies will be crucial to the success of the rollout. NHS England are in the process of co-producing guidance with multi-agency professionals and people with lived experience of mental health problems to ensure that RCRP meets the needs of local vulnerable people. This local autonomy means that it is not possible to provide estimates for the information requested on costs and staffing requirements in the NHS, which will be determined differently in each area according to localised agreements and structures.</p><p> </p><p>For the same reason, it is not possible to provide an assessment of the impact of the model on social services and other local authority-run services. The Department has engaged with social care stakeholders in the development of the NPA, which will encourage police forces to work in partnership with social services to ensure the model is rolled out safely.</p>
