star this property answer text <p>We received over 5,000 submissions to our mental health and wellbeing call for evidence, launched last year to ask the public a range of questions to help develop future plans for mental health and wellbeing in England. We have analysed these responses, and we will consider them as part of the process for developing the Major Conditions Strategy, which will set out a strong and coherent policy agenda that sets out a shift to integrated, whole-person care.</p><p> </p><p>A joined up Major Conditions Strategy will ensure that mental ill-health is considered alongside other physical health conditions, meaning the interactions between them are reflected in any resulting commitments.</p> more like this

star this property answer text <p>The Right Care, Right Person (RCRP) model was developed by Humberside police force. Where forces choose to adopt this approach, in partnership with health and social care partners, police will only respond to mental health incidents where there is a clear risk to life or serious harm. RCRP is not in itself a model for referring people to other agencies, but is principally a model for police in control rooms to triage calls. As such, we do not have information about how the model has impacted on the number of cases referred to the National Health Service in the areas where it is being operated.</p><p> </p><p>The Department is developing a National Partnership Agreement (NPA) with the National Police Chiefs' Council, NHS England, and the Home Office to set out the principles of Right Care Right Person and encourage a national roll-out. The NPA will provide a framework for local areas to adopt the principles of the RCRP approach, but implementation will be planned locally through partnerships with police forces, health bodies and local authorities, to ensure that patient safety is maintained and people in mental health crisis are not left without support.</p><p> </p><p>It will be up to local areas to identify exactly how they adopt the model. Police Chiefs are operationally independent, and moreover developing plans for implementation in partnership with local health and social care agencies will be crucial to the success of the rollout. NHS England are in the process of co-producing guidance with multi-agency professionals and people with lived experience of mental health problems to ensure that RCRP meets the needs of local vulnerable people. This local autonomy means that it is not possible to provide estimates for the information requested on costs and staffing requirements in the NHS, which will be determined differently in each area according to localised agreements and structures.</p><p> </p><p>For the same reason, it is not possible to provide an assessment of the impact of the model on social services and other local authority-run services. The Department has engaged with social care stakeholders in the development of the NPA, which will encourage police forces to work in partnership with social services to ensure the model is rolled out safely.</p>

star this property answer text <p>Following the publication of the National Partnership Agreement, the Department and NHS England are working in partnership with multi-agency stakeholders and people with lived experience to develop health and social care guidance which will be published by NHS England and the Department respectively.</p><p>Guidance is also being produced by the National Police Chiefs’ Council and the College of Policing to support police forces to implement the Right Care, Right Person approach. The National Partnership Agreement sets out key principles of Right Care, Right Person and its application to mental health-related incidents and local systems and partners are encouraged to work together to jointly plan and develop local approaches to implementation, supported by this guidance.</p> more like this

star this property answer text <p>We have invested record amounts into NHS mental health services committing £2.3 billion a year compared to four years ago for the expansion and transformation of mental health services in England by 2024.</p><p>This has enabled 2 million more people to access NHS mental health support.</p><p>Specifically, we invested £15.5 billion in mental health across 2022/23, representing 24% more than in 2018/19 and helping to:</p><ul><li>Grow the mental health workforce by an additional 27,000 staff</li><li>Invest in up to 100 new mental health ambulances over 2 years with £7 million funding</li><li>Ensure emergency mental health support through NHS111 available everywhere in England by April 2024</li></ul> more like this

star this property answer text <p>The NHS Long Term Workforce Plan, the NHS People Plan and the NHS People Promise set out a comprehensive range of actions to improve staff retention. They provide a strong focus on creating a more modern, compassionate and inclusive National Health Service culture by strengthening health and wellbeing, equality and diversity, culture and leadership and flexible working. In addition, the NHS Retention Programme is continuously seeking to understand why staff leave, resulting in targeted interventions to support staff to stay whilst keeping them well.</p><p> </p><p>Specifically, June 2023 saw a number of actions to improve recruitment and retention of healthcare professionals in the NHS.</p><p> </p><p>NHS England held several events, including: seven regional communities of practice workshops to support recruitment and retention of early career nurses, midwives and Allied Health Professionals; an event focused on international recruits; and a series of roundtables with representatives from the 23 retention exemplar trusts, which are working to implement the People Promise. These events focused on sharing best practice on strategies to improve recruitment and retention and supporting staff in career development.</p><p>Additionally, NHS England launched the ‘Retaining doctors in late-stage career guidance’ in collaboration with the Academy of Medical Royal Colleges.
