star this property answer text <p>The First Contact Practitioners (FCP) pilot is part of NHS England’s plan to increase staff working in primary care to help ease pressure on general practice. FCPs are physiotherapists with advance practice, who are able to support patient management in primary care. To date, 41 of 42 physiotherapy practitioner pilot sites have commenced, with a further site scheduled to go live on 1 April 2019.</p><p> </p><p>An evaluation report is due to be completed in spring 2019, which is based on pilot site mobilisation. Evaluation will continue during 2019/20.</p> more like this

star this property answer text <p>The NHS Litigation Authority (NHS LA), known as NHS Resolution since 1 April 2017, handles clinical negligence claims on behalf of National Health Service organisations and independent sector providers of NHS care in England.</p><p>NHS Resolution has provided the following response.</p><p>Following the consultation on the Clinical Negligence Scheme for Trusts (CNST) in 2016, NHS Resolution has begun work on the findings. Two main areas of research have been whether staffing and activity are an appropriate measure of exposure to risk. NHS Resolution found that, amongst other providers of clinical negligence indemnity cover internationally, activity levels are a key feature of quantitative pricing approaches. An assessment of numbers of types of staff and their experience were more likely to be used in a qualitative review to adjust the price charged to providers of clinical care.</p><p>NHS Resolution also looked at maternity-related data sets to refine the approach to exposure so that it reflects indicators of safety. Studies of several available data sets were made, but were not found to be reliable indicators of exposure to risk to inform CNST pricing arrangements. An approach focused on incentivising the delivery of actions considered good practice by the NHS England Maternity Champions, other arm’s length bodies and the Royal Colleges, was developed and implemented from December 2017.</p><p>Since the consultation, other adjustments have been made to the CNST pricing methodology with respect to experience and exposure factors, the treatment of older and larger liabilities, and the appropriateness of breaking down the risk pool between smaller groups in line with the consultation response. Research to assess the efficacy of excesses has not been progressed.</p><p><strong> </strong></p><p><strong> </strong></p>

star this property answer text <p>The NHS Litigation Authority, known as NHS Resolution from 1 April 2017, handles clinical negligence claims on behalf of National Health Service organisations and independent sector providers of NHS care in England.</p><p> </p><p>NHS Resolution has provided the following response.</p><p> </p><p>Independent providers of NHS healthcare became eligible to join the Clinical Negligence Scheme for Trusts, administered by NHS Resolution on behalf of the Secretary of State, from 1 April 2013 in respect of their NHS work. Membership is not compulsory and providers may still purchase commercial insurance cover against clinical negligence liabilities if they wish to do so. star this property answer text <p>No specific assessment has been made of the potential benefit to people with chronic pain of receiving an annual review for their pain management services.</p><p> </p><p>Whilst ultimately a matter for local processes and individual clinicians, annual reviews of patients with long term conditions or ongoing medication needs are a routine part of patient care. Annual reviews are also a key feature in guidance on the management of long-term diseases and disorders produced by the National Institute for Health and Care Excellence (NICE), such as ‘Neuropathic pain in adults’, and in clinical guidance produced by other organisations. star this property answer text <p>Since 2012 the National Survey of Bereaved People (VOICES) survey has provided valuable insight into the quality of care delivered to people in the last three months of their lives, highlighting variations in the quality of care delivered in different areas of the country and to different groups of patients.</p><p> </p><p>Following publication of the last set of survey results in June 2016, NHS England held a consultation on the future of the VOICES survey to seek views on the approach and relevance of the survey to ensure that it remained fit for purpose. Whilst the response showed that the VOICES survey remained a valuable tool, key amongst its findings were that the majority of respondents indicated that the VOICES survey would be more helpful if the sample size were made large enough to report at a local commissioner level. Following this, work was undertaken to revise the survey and consider approaches to a larger sample size and then put in place arrangements to re-commission the VOICES survey. NHS England has been involved in discussions with the Office for National Statistics, which collects the death registration data used to identify survey recipients, about arrangements for access to the data for the new survey. Changes to the safeguarding arrangements on data-sharing, designed to ensure any concerns about care raised via the survey can be appropriately investigated, have resulted in delays to commencing the new VOICES survey.</p><p> </p><p>Work is ongoing to resolve this matter, and a timetable for the publication of the next survey cannot be provided at this time. In the meantime NHS England is exploring the piloting of experience measures, including use of the VOICES survey, at a local level, in a number of National Health Service end of life care demonstrator sites.</p>

star this property answer text <p>The routine assessment and management of pain is a required competency of all healthcare professionals. Many patients with chronic pain can be successfully supported and managed through routine primary and secondary care pain management services. Approaches to treatment are not all pharmacological; education in self-management techniques to aid symptom control may also be appropriate for some patients.</p><p> </p><p>As set out in the NHS Long Term Plan, published on 7 January 2019, low back and neck pain is the greatest cause of years lost to disability, with chronic joint pain or osteoarthritis affecting over 8.75 million people in the United Kingdom. In the Long Term Plan NHS England committed to build on work already undertaken to ensure patients will have direct access to musculoskeletal First Contact Practitioners (FCP). 98% of sustainability and transformation partnerships have confirmed pilot sites for FCP and 55% of pilots are already underway.</p><p> </p><p>NHS England will expand the number of physiotherapists working in primary care networks, enabling people to see the right professional first time, without needing a general practitioner referral. NHS England will also expand access to support such as the online version of ESCAPE-pain, Enabling Self-management and Coping with Arthritic Pain through Exercise, a digital version of the well-established, face-to-face group programme.</p>

The UK believes the World Health Assembly (WHA) meets these criteria.</p><p> </p><p>The Department has supported the Foreign and Commonwealth Office.
