These are described in The Handbook to The NHS Constitution which states patients have the right to start consultant-led treatment within a maximum of 18 weeks from referral for non-urgent conditions and a pledge that there should be a maximum four-hour wait in A&amp;E from arrival to admission, transfer or discharge. 	answer	answer is ministerial correction date of answer 16/07/2018 answer text <p>The Government’s Mandate to NHS England for 2018-19 is clear that it is to maintain and improve performance against core patient access standards including accident and emergency (A&amp;E), cancer and planned operations and care-Referral to Treatment (RTT).</p><p> </p><p>The Government expects the National Health Service to deliver the actions set out in the NHS Planning Guidance for 2018-19 – in full – as key steps towards fully recovering performance against core access standards. This means treating a quarter of a million more patients in A&amp;E, halving the number who have the longest waits for treatment and working towards reducing the number of patients waiting overall. These are set out in the NHS Standard Contract along with the consequences of breaches of these. In many cases, the consequence would be a financial sanction.</p><p> </p><p>Since April 2016, most NHS providers agreeing to meet financial control targets as part of the sustainability funding programme are exempt from such sanctions. Alongside field-testing, a review panel will undertake extensive engagement across the wider health system ahead of presenting the evidence and making final recommendations to the Government. Staff bodies, patient groups and others will be involved in the testing and development of the proposals before finalising recommendations.</p><p> </p><p>A final report will be published in the autumn, after which final recommendations will be implemented more widely, and full implementation beginning in spring 2020.</p><p> </p><p>The standards are set out in the Handbook to the NHS Constitution and we will update the Handbook as necessary to reflect any changes to standards.
