	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>The United Kingdom formally signed the Council of Europe Convention on Organ Trafficking on 25 March 2015 and has legislation in place to ensure consent is always provided to prevent organ trafficking. The Government also supports the 2008 Declaration of Istanbul on Organ Trafficking and Transplant Tourism, which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p> </p><p>When the UK signed the convention, it did so on the basis that it reserved the right not to apply the jurisdiction rules laid down in paragraph 1.d and e of Article 10 of the convention. 	answer	answer is ministerial correction date of answer 13/11/2018 answer text <p>As stated in the answer to Question <a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-question/Commons/2018-10-09/177314/" target="_blank">177314</a>, work is already underway to accelerate the roll-out of electronic prescribing and medicines administration systems across the National Health Service in England. 	answer	answer is ministerial correction date of answer 13/11/2018 answer text <p>The Department works with NHS Improvement, NHS England, the Medicines and Healthcare products Regulatory Agency (MHRA), Public Health England, and the Medication Safety Officer Network to improve the safety of medicine use across the National Health Service in England.</p><p> </p><p>The Medication Safety Programme, covering the NHS in England, has been established to take up the World Health Organization’s (WHO) global challenge to reduce the incidence of severe and avoidable harm in relation to medication globally by 50% over five years. Prevalence and Economic Burden of Medication Errors in the NHS in England was published in February 2018.</p><p> </p><p>This study estimated a range of costs to the NHS depending on which costs are included in the analysis. The range is from a baseline of £98.5 million per annum. 	answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>Where a company is willing to set a fair price for a drug, the National Institute for Health and Care Excellence (NICE) technology appraisal process has been proven to be suitable for the assessment of drugs for rare diseases. NICE has been able to recommend a number of drugs for patients with rare diseases through its technology appraisal programme; recent examples include dinutuximab beta for neuroblastoma and daratumumab for relapsed and refractory multiple myeloma.</p><p> </p><p>With the aim of improving the lives of all those affected by a rare disease, the United Kingdom Government published the UK Strategy for Rare Diseases in 2013, a high-level framework containing 51 commitments which sets out a seven-year strategic vision (2013-2020).
