answer	answer is ministerial correction date of answer 19/10/2016 answer text <p>The Foreign and Commonwealth Office (FCO) projects in the Democratic People's Republic of Korea (DPRK) are usually delivered through international Non-Governmental Organisations who operate in-country and are aimed at assisting some of the most vulnerable groups in North Korean society. Before selecting an implementing partner relevant due diligence checks are carried out which include, but are not limited to, obtaining assurances about: training provided to staff in relation to reporting bribery and corruption; how those concerns are shared with donors; and what policies, principles and procedures the organisation has in place to regulate its own conduct.</p><p>In line with standard FCO project requirements detailed budgets are required for all projects and these are carefully checked to ensure both in-country and other costs are reasonable. Project implementers are required to provide financial reports and originals or copies of all invoices and receipts, as well as a Project Completion Report containing a detailed breakdown of all expenditure during the project period. While we have not yet raised the case of Bishop Shao Zhumin, I raised the destruction of churches and religious symbols with the Director of the National People's Congress Foreign Affairs Committee on 7 July 2016. The Parliamentary Undersecretary of State for Foreign and Commonwealth Affairs, my Hon. I remain concerned about Ms Bibi and continue to follow developments in her case closely. We raise regularly our concerns about misuse of the blasphemy laws with the Pakistani Government, and continue to urge Pakistan to adhere to its international obligations and uphold the rule of law. During his visit to Pakistan in March, the former Secretary of State for Foreign and Commonwealth Affairs, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), made clear our concerns about minority communities and misuse of the blasphemy laws.</p><p>The UK supported the EU statement of October 2014 following the decision of the Lahore High Court to uphold the conviction of Ms Bibi. Our intention is that this campaign will be UN-led with survivors, and groups that work with them, at its heart. This must be about justice for all Daesh's victims, the Sunni and Shia Muslims in Iraq and Syria, minority groups they have targeted, and the victims of its terrorist attacks around the world. One area we already agree needs urgent attention is gathering and preserving evidence. The campaign will focus exclusively on Daesh. The question of accountability for other actors in Syria, Iraq, Libya and elsewhere should continue to be pursued through other efforts. Success will require patience and resolve.
