This continues to be a priority for the UK. We remained in close contact with Spanish authorities throughout this ordeal, including the Regional Government Crisis Centre. We updated FCO Travel Advice for Spain on the morning of 10 October, highlighting the localised impact of the flooding, directing British nationals in affected areas to follow advice from local authorities and publicising our contact details for any other affected British nationals in need of consular assistance. This has included discussion at the UN Security Council, which issued a press statement on 10 July, welcoming the commitment by both parties to resume diplomatic ties and open a new chapter of cooperation and partnership.</p><p>The Foreign Secretary has written to Ethiopian Foreign Minister Workneh and expressed, inter alia, our support for the normalisation of relations between Ethiopia and Eritrea. He welcomed the positive implications for the stability and prosperity of those countries. I visited Laos on 24 and 25 August and raised human rights as part of a UK-Laos Political Dialogue.</p><p>Regarding specific concerns over restrictions on the right to freedom of religion or belief, we raised these as part of Laos’ most recent Universal Periodic Review in 2015. We believe religious leaders have been targeted for their role as community leaders, and not primarily because of their faith. Colombia is designated a Human Rights Priority Country by the Foreign and Commonwealth Office (FCO). Our concerns about human rights were published in the FCO’s annual human rights report on 16 July which can be viewed on the <a href="https://www.gov.uk/government/news/lord-ahmad-publishes-annual-human-rights-report-2017" target="_blank">.Gov website</a>. I have discussed the situation of human rights in Colombia with visiting Ministers and with the Colombian Ambassador.
