As part of this work we plan to work with the Overseas Territories to create “blue belts” to help manage their dynamic and important ecosystems in a way which effectively balances environmental protection and economic potential. This will help the UK to meet its international obligations under the Convention on Biological Diversity, which aims to protect ten per cent of marine waters globally. In support of this goal the UK has, in addition, declared a full no take Marine Protected Area around the British Indian Ocean Territory and a sustainable use Marine Protected Area in South Georgia and the South Sandwich Islands.</p><p>The Overseas Territories are responsible for managing their terrestrial and marine environments, including their economic potential. Government ministers and officials discuss Syria with their American counterparts on a regular basis, and have shared concerns over Russia’s strikes on non-ISIL targets in Syria. answer	answer is ministerial correction date of answer 21/10/2015 answer text <p>The UK strongly condemns ISIL’s wanton destruction of cultural heritage in Syria and Iraq, including in Palmyra. The Foreign and Commonwealth Office helped secure UN Security Council Resolution 2199 which obliges all UN Member States to prevent the trade in Iraqi and Syrian cultural property that has been illegally removed from those countries.</p><p>But strong words and legal frameworks are not enough. As a key player in the Global Counter ISIL Coalition, the UK is committed to degrading and defeating ISIL, including through military action. By checking ISIL’s advance, the Coalition’s air campaign and support for partner military forces in Iraq and Syria has had the effect of protecting key historical sites in both countries. However, there is inevitably a limit to what we can do. The only way of safeguarding all historic sites from ISIL is by defeating them politically and militarily. That requires continued effort by the Global Coalition, as well as a more inclusive political settlement in Iraq, and an end to the conflict in Syria.</p><p>On 28 October I will be co-hosting a summit with the Secretary of State for the Department of Culture, Media and Sport, my Rt. answer	answer is ministerial correction date of answer 19/10/2015 answer text <p>In January this year, I personally raised concerns over reports of mistreatment of detainees and the importance of due process with the Egyptian Deputy Assistant Minister for Human Rights, Dr Mahy Abdel Latif. Our ambassador and officials in Cairo, regularly raise these issues with the Egyptian authorities, most recently in September 2015.</p><p>During the UN Human Rights Council’s Universal Periodic Review in November 2014, we expressed our concern on a number of issues relating to detainees, including the number of detainees in pre-trial detention and reports of mistreatment or torture.
