The UK wants to see a swift, and thorough, investigation by the UN Commission of Inquiry on Syria into these allegations. White phosphorus is not classified as a chemical weapon and is in itself is not subject to export controls, but it must be used in accordance with International Humanitarian Law. The Prime Minister made this clear when he spoke to President Erdogan on 12 October and 20 October. We have also, with European partners, raised this issue at the UN Security Council.</p><p>As the Foreign Secretary told the House of Commons on 15 October, the Government takes its arms export control responsibilities very seriously and keeps our defence exports to Turkey under careful and continual review. answer	answer is ministerial correction date of answer 23/10/2019 answer text <p>We are monitoring the situation in Kashmir closely and are in regular contact with the Governments of both India and Pakistan. Regarding representations to India specifically, the Prime Minister has spoken to Prime Minister Modi about the situation, underlining the importance of maintaining dialogue. The Foreign Secretary has raised his concerns about the situation with the Indian Minister for External Affairs Dr Jaishankar. The Minister for the Commonwealth, UN and South Asia has also had regular engagement with the Indian High Commissioner, and discussed Kashmir with the Indian Minister of Minority Affairs during his visit to New Delhi this month.</p><p>We recognise that there are human rights concerns in both India-administered Kashmir and Pakistan-administered Kashmir. We encourage all states to ensure domestic laws are in line with international standards. Any allegation of human rights abuse is deeply concerning and must be investigated thoroughly, promptly, transparently and independently.</p><p>The Government’s longstanding position is that it is for India and Pakistan to find a lasting political resolution to the situation in Kashmir, taking into account the wishes of Kashmiri people. It is not for the UK to prescribe a solution or act as mediator. In July 2017, we hosted the inaugural Ukraine Reform Conference and have since participated in annual conferences including Toronto (2019). We are providing over £32 million of programme support, including at least £9.2m for reforms via the Good Governance Fund. The UK improved capacity of Central Election Commission training over 2,600 key electoral officials. In short we helped ensure that recent presidential and parliamentary elections were widely hailed as Ukraine’s freest and fairest to date.
