answer	answer is ministerial correction date of answer 30/04/2018 answer text <p>The Foreign and Commonwealth Office (FCO) and the Department for Environment, Food and Rural Affairs (DEFRA) have been actively involved in the preparations for formal negotiations to develop a new agreement under the UN Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. We were actively involved in developing and shaping the EU and Member States' positions during the initial stages of discussions at the UN Ad Hoc Working Group on this issue and during the Preparatory Committee, which reported in July 2017. This Preparatory Committee led to the establishment of the intergovernmental conference which will start its work on the substance in September 2018. The FCO leads, with close cooperation from DEFRA, on these negotiations. We have also consulted with and will continue to consult with other government departments during these negotiations. We will also continue to discuss these issues with external stakeholders including the scientific community and civil society.</p><p>The UK delegation to the intergovernmental conference in September will include three officials, supported by policy and legal expertise from DEFRA. Although the demolition did not happen before the 30 November the threat remains. answer	answer is ministerial correction date of answer 16/07/2015 answer text <p>During his visit to Kyrgyzstan in October last year, my Noble Friend the Minister for Justice, Lord Faulks, discussed with Kyrgyz interlocutors a number of human rights issues, including the Foreign Agents Bill and other legislation that might restrict freedoms of expression and association. However, we remain concerned by the continued arrests, detentions and sentencing of political activists, with an estimated minimum of 150 remaining behind bars at the end of May 2015, and a further 450 awaiting trial following arrests throughout 2014 and early 2015. <br><br>Officials from our Embassy in Rangoon meet regularly with civil society on this issue, and we continue to raise our concerns with the government of Burma at the highest levels. Most recently, the then Minister of State at the Home Office, Lynne Featherstone, raised this issue directly with Minister for the President’s Office, U Soe Thein, during her visit to Burma in January. We continue to lobby on individual cases. We do so to tackle the international drugs trade and minimise the threat it poses to the UK and its citizens. The Government has implemented a clear and robust framework - the Overseas Security and Justice Assistance (OSJA) Guidance – that all Government departments must adhere to. This enables the Government to assess comprehensively the risk attached to our international activity. Once in place, an OSJA is subject to continual review. When the moratorium on the death penalty was lifted in Pakistan the Government reviewed its security engagement with Pakistan. Between 2012 and 2015 the UK joined nine other countries to help fund a UNODC programme targeting illicit trafficking and improving border management. This assisted in building the capacity of the Government of Pakistan to tackle organised crime and to stem the illicit flow of substances across their border. The project also included training on International Human Rights Law. This project concluded in March 2015. It is our longstanding policy to oppose the death penalty in all circumstances as a matter of principle. Along with our EU counterparts in Pakistan, we have made clear UK concerns on Pakistan’s decision to resume executions.
