answer text <p>The UK is a strong supporter of the International Criminal Court (ICC) and the principle of universality. We have consistently raised Iraq’s responsibility to observe international laws and obligations in our contact with the Government of Iraq. The UK has not, to date, made representations to the current Government of Iraq regarding to accession to the Rome Statute or accepting ICC jurisdiction in relation to the current situation in the country. Any decision to involve the ICC must be made on the basis of whether the court would prove an effective means of bringing the perpetrators of atrocities to justice. We will continue to look at every available option for ensuring accountability.</p> more like this

answer text <p>We are concerned about indiscriminate attacks on civilians in Syria which contravene international law. The UK has consistently called upon all parties in the conflict to respect international law and played a leading role in initiating and securing the passing of UN Security Council Resolutions 2139 and 2165, which demand that all parties cease all attacks against civilians and comply fully with their obligations to protect civilians in armed conflict. The UN Independent Commission of Inquiry’s most recent report was clear that the Assad regime, Islamic State of Iraq and the Levant and other extremist groups, were behind the majority of such attacks. On 25 September 2014, the UK and our partners secured a strong resolution at the UN Human Rights Council which demands that the Syrian authorities cooperate fully with the Commission of Inquiry.</p><p>In partnership with other donor countries, we have funded the collection of documentary evidence of human rights abuses to allow those responsible to be held accountable. We have also funded Law of Armed Conflict training to help armed groups understand their responsibilities and obligations under international law and international human rights standards. We welcome the commitment of the Syrian National Coalition and associated moderate armed groups to abide by these standards.</p><p> </p>

answer text <p>We are deeply concerned about the situation in Iraq including freedom of religion and belief. We condemn the Islamic State of Iraq and the Levant’s (ISIL) threats to ethnic and religious minorities in Iraq, including Christian, Yezidi and Turkomen and the desecration of mosques and churches by ISIL. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the member for Bournemouth East ( Mr Ellwood), met Archbishop Athanasius of the Syriac Orthodox Church in London on 29 July and issued a statement strongly condemning the persecution of Christians and other minorities in Iraq. Our Ambassador in Baghdad has met religious representatives, including Chaldean Patriarch Luis Sako, and the Consul General in Erbil has met the Archbishop of Erbil and the Archbishop of Mosul to discuss the current situation, the needs of the Christian community, and UK humanitarian assistance to those displaced by fighting in Iraq. On Sunday 3 August, the British Chargé d‘Affaires attended a service at St George’s Anglican Church in Baghdad, joined by officials from our Embassy, to highlight the British Government’s continued support to Christians and other minorities affected by recent violence in Iraq.</p><p> </p>

answer text <p>We condemn all human rights abuses in Iraq. However, Iraq is not a state party to the International Criminal Court and any referral would need to be through the UN Security Council. We have no plans for this at present but we will keep this under review. We are calling on the Government of Iraq to ensure that all crimes and human rights abuses committed in Iraq are properly documented to assist with the investigation, and bringing those responsible to account in the future.</p><p> </p> more like this

answer text <p>We condemn the reported human rights abuses in Iraq and call for those responsible to be held to account. We meet representatives of Iraqi religious groups both in the UK and in Iraq, and fund a series of grass roots meetings with religious leaders of different faiths to combat sectarianism. We are encouraging influential religious leaders in Iraq to speak out publicly and condemn sectarian violence. The High Council of Religious Leaders in Iraq has issued a strong statement of solidarity with Christians and Muslims in Mosul and Ninevah, citing the Islamic State of Iraq and the Levant's actions to be entirely un-Islamic.</p> more like this

answer text <p>The European Union election observation mission to Egypt issued a preliminary statement on 29 May. Their headline assessment was “Presidential elections administered in line with the law, in an environment falling short of constitutional principles”. We followed the presidential election closely and staff from our Cairo Embassy took part in the EU's Electoral Observation Mission. The EU Observation Mission will issue its full report in due course.</p><p>The EU Observation Mission reflected concern about the Egyptian public's ability to express political dissent and exercise freedom of speech or association. The Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), raised these concerns in the run up to the elections with his Egyptian counterpart, most recently on 14 May, and in a statement on 3 June. We look to President Sisi to take steps to implement the rights contained in Egypt's constitution by opening up political space, especially with regard to freedom of expression and association.</p>

answer text <p>The EU has made considerable efforts to support political transition in Egypt since 2011, through its European Neighbourhood Policy and “Support for Partnership, Reforms and Inclusive Growth” (SPRING) funding.</p><p>In their report on the 2014 European Neighbourhood Policy (ENP) package, ‘Neighbourhood at a Crossroads: Taking Stock of a Year of Challenges' issued in March 2014, the European External Access Service and Commission found that no significant progress had been made towards the current ENP action plan in 2013 and most of the recommendations made in last year's report were still relevant. It found that Egypt needed to make improvements in key areas, such as to ensure the constitution is implemented with full respect for human rights, create conditions for an active civil society, and ensure the protection of women's rights and gender equality. Since this report the EU also provided an Election Observation Mission to monitor Presidential elections in May 2014.<br> <br>An initial amount of €90 million was allocated in 2011-12 to Egypt from the EU's SPRING funds, part of the European Neighbourhood and Partnership Instrument (ENPI). Subsequent political and human rights developments meant that no further funding from this mechanism was allocated to Egypt at that time.</p>
