	answer	answer is ministerial correction date of answer 17/11/2014 answer text The British Government regularly raises concerns regarding the Israeli building and planning regime in Area C with the Israeli Government. The UK has also called publicly on Israel to take steps towards the transfer of authority over Area C to the Palestinian Authority. Palestinian development in Area C is essential for a sustainable Palestinian economy, yet only 1% of Area C is zoned for Palestinian construction and a large portion of this land is already built-up. The UK will therefore continue to press Israel to ease the current restrictive permitting regime and to transfer control of Area C to the Palestinian Authority as per the Oslo accords. The Israeli Non-Governmental Organisation Peace Now has identified the building and demolition decisions in Area C. Between 2000 and 2007 the Israeli Civil Administration approved only 91 of 1,624 Palestinian applications. During the same period Israeli settlers built over 18,000 homes in the same area. We adhere to Civil Service guidelines which recommend that staff should aim to do a minimum of five days training a year, however, the amount of time staff spend participating in both informal learning and formal training events will vary according to their role, profession or personal development needs. This data refers to UK Based Staff development activities only. We do not hold data centrally on the learning and development undertaken by Local Staff employed overseas. It helps us to provide the best service to the UK and deliver value for the taxpayer. The Foreign and Commonwealth Office does not hold central records for all Learning and Development spend. Individual Directorates and overseas Posts each have a devolved budget for learning and development. Amounts vary. To obtain a detailed breakdown of all funding allocated to learning and development will incur disproportionate cost. Based on the records we do hold, the total amount allocated to learning and development during the past 3 years were: 2011-12: £18,931,475 2012-13: £17,722,379 2013-14: £17,805,262 These figures cover the costs of all courses, including language training. It also includes the associated running costs (including salaries) to deliver learning and development in the UK and our 270 overseas posts. 	answer	answer is ministerial correction date of answer 27/02/2015 answer text <p>We continue to work with the Dutch Public Prosecutors Office on their investigation into the downing of MH17, supporting UN Security Council Resolution 2166's call for a full, thorough and independent international investigation into this tragic incident. The Metropolitan Police are providing advice and support to the Joint Investigation Team (JIT); (a collection of police and judicial officials from Ukraine, Netherlands, Australia, Belgium and Malaysia) which is under the coordination of the Dutch Public Prosecutors Office. The UK is not a member of the JIT but is an interested party and is represented at the bi-monthly JIT meetings by the Metropolitan Police. <br> <br>On the separate investigation into the cause of the crash by the Dutch Safety Board; two Inspectors of Air Accidents from the Air Accidents Investigation Branch of the Department of Transport visited the Netherlands last week and viewed the wreckage of MH 17 held in storage at Gilze. This was undertaken in their capacity as the UK Accredited Representative/Adviser to the Dutch Safety Board.</p><p>We expect the Dutch Safety Board to release their final report prior to the anniversary of the crash, which will provide evidence as to how MH17 broke up in mid air. In line with the FCO’s Consular Strategy 2013-2016, we focus resources on those who need us most and are most at risk. We route calls to all our consular posts overseas to three contact centres in Malaga, Hong Kong and Ottawa. Urgent cases, and those that require local support, are passed to posts across eight consular regions.</p><p>The number and location of our consular posts is based on the number of British nationals travelling and living overseas, and the number and complexity of consular cases.
