These projects were delivered between 2013 and 2017 and were not associated in any way with the promotion of tobacco products. The Government takes very seriously its obligations as a Party to the World Health Organization’s Framework Convention on Tobacco Control. HMG in Malaysia has not co-financed or partnered in any way with tobacco companies whether through our Prosperity or Global Britain Funds.</p><p> </p><p>Foreign and Commonwealth Office-led programmes follow the standards set out by Her Majesty's Treasury. This includes the treaty commitment at Article 5.3 to protect public health policies with respect to tobacco control from commercial and other vested interests of the tobacco industry. The FCTC does not prohibit meetings with representatives of the tobacco industry but the Foreign and Commonwealth Office issues guidance annually to all staff on limiting support to the tobacco industry to ensure FCTC compliance. We are also doing all we can to support the UN to convene a further round of UN-facilitated peace talks over the coming weeks and firmly believe that a political solution is the best way to bring long-term stability to Yemen.</p><p>The Resolution on Yemen adopted at the Human Rights Council Session in September 2015 committed the Office of the High Commissioner of Human Rights to work with the Government of Yemen to help them investigate human rights abuses and violations. We urge the Government of Yemen to co-operate fully with this process. We continue to raise the importance of compliance with International Humanitarian Law with all sides to the conflict.</p><p>The UK operates one of the most rigorous and transparent export control regimes in the world. All exports of arms and controlled military goods are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing, taking account of all relevant factors at the time of the application. Risks around human rights violations are a key part of our assessment against the Consolidated Criteria.
