UN Security Council Resolution 2334 addresses settlements while also calling for an end to incitement and terror. The resolution was passed on 23 December and asks the Secretary-General to report to the Council every three months on the implementation of its provisions. We will continue to support all efforts to reduce the level of violence in Syria, and use all diplomatic tools to work for a political solution which allows Syrians to decide their own future. The UK has played a leading role in the UN Security Council, supporting resolutions aimed at improving humanitarian access, civilian protection and investigating chemical weapons attacks.</p><p>We will continue to pursue accountability in Syria, including through support for robust EU sanctions against the Asad regime. With UK support, the EU now has sanctions in place against 240 persons and 67 entities linked to the violent repression of civilians in Syria. The UK will maintain support for the UN Commission of Inquiry which is reporting on human rights violations and abuses; and the International Impartial and Independent Mechanism (IIIM) whose role is to investigate and collect evidence of crimes committed in Syria. The UK is contributing to the start-up costs of the IIIM.</p><p>The UK continues to play a leading role in the fight against Daesh, which has been guilty of so many atrocities against civilians. We and the Coalition against Daesh take all allegations of civilian casualties seriously and ensure they are subsequently investigated. All possible precautions are taken to minimise the risk of civilian casualties when conducting any form of military operation. However an Amnesty International report published on 11 April estimated that the number of executions carried out in China each year numbers in the &quot;thousands&quot;, and is more than the rest of the world combined.</p><p>The UK opposes the death penalty in all circumstances and we continue to urge the Chinese authorities to reduce their use of the death penalty and provide details of the numbers of executions in China. We last raised these concerns at the UK-China Human Rights Dialogue in October 2016, which I attended.</p><p>Through our network of diplomatic posts, the UK is working with Chinese legal experts and the Chinese judiciary to support legislative and judicial reforms to limit the use of the death penalty. All export licence applications are assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria, taking account of all relevant factors at the time of the application.</p><p>The conflict is making the delivery of commercial and humanitarian supplies into Yemen, and their onward distribution, extremely difficult. We continue to urge all parties to the conflict to take all reasonable steps to allow the delivery and distribution of aid, and to facilitate rapid and safe humanitarian access. We are engaged with the Government of Cameroon and will continue to raise this with them.</p><p>We have called for restraint by all involved, including in the use of force. We have reiterated the obligation to uphold human rights standards and encouraged the use of transparent legal means to address concerns.
