Thanks to its extensive global footprint of <del class="ministerial">273</del> <ins class="ministerial">274</ins> posts in 169 countries and territories, and its network of Honorary Consuls, the UK is able to provide professional consular services worldwide. In addition to our network, people who need assistance can call any of our embassies, high commissions or consulates, or the FCO switchboard, 24/7 for advice or help. The UK is open to maintaining a close level of cooperation with the EU, if this is perceived to be of mutual benefit, on crisis preparedness and consular affairs, including the provision of consular assistance to unrepresented EU citizens in third countries on a reciprocal basis. star this property answer text <p>Members of the diplomatic service are expected to be widely deployable throughout their career. Whilst many parents prefer to take their children with them abroad, in some of the 168 countries and territories where the Foreign and Commonwealth Office (FCO) has UK-based staff, we do not permit staff to take their children either for health or security reasons. However, frequent moves by staff and families between the United Kingdom and overseas, and between Posts overseas, can be disruptive to the education of the children. Therefore, the FCO provides Continuity of Education Allowance (CEA). This enables staff who meet certain eligibility criteria to choose to provide an uninterrupted education for their children at a British boarding school in the United Kingdom while they continue to take up postings overseas at regular intervals during their career. CEA is a long-standing FCO policy dating back in its current form to 1996 that provides clearly defined and limited financial support to staff to help maintain the continuity of their children's education.The FCO refunds standard term fees up to a ceiling which is reviewed annually. Where staff opt to send their children to more expensive schools, the difference in cost is met by the individual member of staff.</p><p>The figures below represent the data for financial year 2018/19. star this property answer text <p>​The Cruise Berthing Facility Project was raised during Lord Ahmad's visit to the Cayman Islands last year and the Governor maintains a regular dialogue with those on both sides of this debate. Environmental protection is an area of devolved responsibility in Overseas Territories. Cayman law requires that an environmental impact assessment be conducted before a development of this nature proceeds. An updated environmental impact <del class="ministerial">assessment</del> <ins class="ministerial">scoping document </ins>has been submitted to the Environmental Assessment Board for review; once this review is complete a period of public consultation will commence before a final report is issued. Under the Blue Belt programme, United Kingdom funding has been provided to support the Overseas Territories protect and manage their marine environments. The programme is currently on course to protect 4 million square kilometres of ocean around the UKOTs. Further funding was announced in August for FY 2020/21 to continue this important programme.</p>

star this property answer text <p>We have been at the forefront of international efforts to reach a political settlement to the conflict in Yemen. The UK has used its role as penholder at the UN Security Council to help push the Yemen peace process forward. In September 2019, the UK co-hosted a political event at the UN General Assembly where UN Special Envoy Martin Griffiths briefed his plan to begin political consultations. We welcome the Saudi-brokered Riyadh Agreement and the de-escalation we have seen in the border area in recent months. We are concerned about recent heavy clashes in the Nehm region and fully support the UN Special Envoy’s statement of 22 January calling on the parties to adhere to their commitments and avoid further escalation.​</p> more like this

star this property answer text <p>​We have repeatedly expressed our concerns to the Government of Iran at the ongoing incarceration, and the shocking sentencing of Christians for practicing their faith. We welcome the recent release of Pastor Yousef Nadarkhani following his unjust imprisonment, and urge the Iranian authorities to release anyone currently detained based upon their religion or belief.</p><p>While Christian minorities are formally protected in the constitution of Iran, the reality is that many non-Muslims face discrimination. We regularly call upon Iran to cease harassment of all religious minorities and to fulfil its international and domestic obligations to protect freedom of religion or belief. Defending persecuted Christians, and persecuted individuals of all faiths or beliefs, remains a priority for the British Government. We will continue to take action, both bilaterally and with the international community, to press Iran to improve its poor human rights record.</p><p>​</p> more like this

star this property answer text <p>In recent years, UK law enforcement agencies have provided training and assistance to the Hong Kong Police Force in a number of areas, including illicit finance and traffic policing. UK law enforcement agencies maintain regular engagement with the Hong Kong Police Force in the course of information exchange and joint investigations of serious and organised crime – as they do with counterparts throughout the world. All cooperation with overseas partners – including those in Hong Kong – is conducted under the Overseas Security and Justice Assistance (OSJA) risk management system, which is used across Government to assess human rights risks.</p> more like this

star this property answer text <p>We engage with India on the full range of human rights matters, working with Union and State Governments and with non-governmental organisations to build capacity and share expertise to promote human rights for all. The British High Commission recently met the Vice Chairman of the National Commission for Minorities in July to discuss minority rights.</p><p><del class="ministerial">We also support local NGOs to deliver projects to promote minority rights. In 2015, we funded a project that trained 500 tribal men and women on women’s rights and access to justice. During 2016-2018, we provided legal training for 2,000 Dalit women to combat violence against them, and helped create a network of Dalit Women Human Rights Defenders in four states. This year, we have launched a network of legal experts to empower Dalit communities in Andhra Pradesh and a helpline for victims of persecution to seek support.</del></p><p>​</p> more like this
