unstar this property answer text <p>The Preventing Sexual Violence in Conflict Initiative (PSVI) was launched in 2012; we do not hold distinct data on tackling sexual violence in conflict from before that date. From the financial year 2012/13 to the financial year 2017/18, the Foreign and Commonwealth Office spent approximately £42.67 million on preventing sexual violence in conflict. In the current financial year, we have allocated approximately £3.38 million to tackling sexual violence in conflict.</p> more like this

unstar this property answer text <p>Since launching the Preventing Sexual Violence in Conflict Initiative (PSVI) in 2012, the UK has continued to lead global efforts to end the horror of sexual violence in conflict, and we have committed over £44 million in UK funding across 26 countries. The Ministry of Defence has trained 17,000 000 national and international police and military personnel, including peacekeepers, on sexual and gender-based violence issues, including in Kenya, Nigeria, DRC, Malawi and Iraq. The UK’s PSVI Team of Experts has been deployed over 90 times, to build the capacity of partner governments, the UN and NGOs. We have launched the first and second editions of the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict, and employed the Protocol to build the capacity of governments, judiciary, police, military and civil society to gather evidence of sexual violence in conflict and strengthen prosecutions. It has also been used by many NGOs and international organisations such as the ICC and UN OHCHR. To help tackle the stigma of sexual violence, we launched the ‘Principles for Global Action: preventing and addressing stigma associated with conflict-related sexual violence’ at the UN General Assembly in September 2017. These principles have been used by organisations including the UN, for example as part of the Stigma Alleviation Program in Bosnia and Herzegovina. The UK will host a PSVI International Conference in November 2019 to galvanise the world into further action, and demonstrate the UK’s continued global leadership on tackling sexual violence in conflict.</p>

unstar this property answer text <p>The Global Summit set in motion a series of unprecedented practical steps and commitments. In addition, it significantly raised the profile of this issue and placed it firmly on the international policy agenda. Following the Summit, we are now working to implement the outcomes of the Summit and to incorporate efforts to prevent sexual violence in conflict into all aspects of international conflict prevention, stabilisation, peacebuilding, security and justice, humanitarian and human rights work. This is based on a programme of political and practical activity that includes: - Implementing the International Protocol on the Documentation and Investigation of Sexual Violence in Conflict through advocacy, capacity building and national application; -Encouraging governments to implement fully in domestic legislation the Rome Statute of the International Criminal Court and for more states to accede to the Rome Statute and to implement fully its provisions in domestic law; - Pressing governments to do more to support HRDs and building further the capacity of local civil society and grass roots organisations to document and respond to acts of sexual violence and to provide support to survivors; and - Encouraging governments to do more to include sexual violence issues in their doctrine and training and to enforce initiatives on military conduct and discipline. We are also working with and encouraging those governments who announced new plans or commitments at the Summit to implement them as fully and as quickly as possible. This country activity is complemented by ongoing UK support to the full range of multilateral bodies so as to ensure that PSVI and the outcomes from the Summit are fully integrated into their daily activity as well as future international events. During the UN General Assembly in New York in September, I co-hosted, with the UN Secretary General's Special Representative on tackling sexual violence, Zainab Bangura, a conference attended by over 120 representatives of countries, international bodies, and Non-Governmental Organisations, to agree concrete steps for turning the Global Summit's conclusions into real change on the ground.</p>

unstar this property answer text <p>We are implementing the Protocol through advocacy, capacity building and national application. We have translated the Protocol into French, Spanish, Bosnian and Arabic to ensure it is as widely used as possible. We are developing a set of training materials to support its use, regional training modules on how to implement the Protocol in different local contexts, and a series of bespoke training packages. This includes developing long-term training, mentoring and support programmes on documentation and investigation in the Democratic Republic of the Congo; providing financial support to the Non-Governmental Organisation (NGO) Casa de La Mujer to implement the Protocol in Colombia; planning a year-long training project for local human rights NGOs and lawyers in Nepal and hosting launch events in Bosnia to raise the profile of the Protocol amongst government, judicial and NGO partners. These plans will help support governments and civil society organisations to be able to prevent and prosecute sexual violence crimes.</p>

unstar this property answer text <p>The Global Summit to End Sexual Violence in Conflict had two primary objectives: to agree practical action to tackle impunity for the use of rape as a weapon of war, and to begin to shift global attitudes to these crimes. The Summit resulted in a number of practical outcomes and commitments, including the launch of the new International Protocol on the Documentation and Investigation of Sexual Violence in Conflict, various national action plans and strategies to address the issue, and the provision of additional support to survivors and organisations working with them. Our focus is now on implementing these outcomes.</p><p>The report from the Summit was published online on 10 December. It includes details of the commitments made at the Summit. We will continue to update Parliament on progress.</p> more like this
