star this property answer text <ol><li>In 2015 the UN, in their '<em>Trends in International Migrant Stock: Migrants by Destination and Origin'</em> report, estimated that 64,986 British people were living in Italy.</li><li>As of October 2016 we have two permanent Consular Offices in Rome and Milan. These offices are supported by a network of five Honorary Consuls operating in Venice, Genoa, Catania (Sicily), Cagliari and Naples.</li><li>The processing of passport renewal applications from Italy was transferred to the Regional Passport Processing Centre in Paris in 2009<em>. </em>On 1 April 2011 an accord was signed between FCO and the Home Office to transfer responsibility for overseas passports to the Identity and Passport Service, now known as Her Majesty's Passport Office (HMPO). The transition of application processing from the Regional Passport Processing Centre in Paris to HMPO began in June 2013. This included all applications made from Italy. This process concluded in March 2014. As part of this process, all records were transferred to HMPO, and the FCO does not hold records of the numbers of passports issued overseas.</li><li>In 2015 we issued 1,261 emergency travel documents from our Consular offices in Italy. 83 of those emergency travel documents were issued because of expired passports.</li></ol>

star this property answer text <p>(1) More progress needs to be made on improving respect for the human rights of prisoners and detainees in Libya, although the political and security context in Libya remains very challenging. The UK Government does not document individual allegations of rape and sexual violence in Libya but does engage regularly with human rights organisations and the UN on these issues. The 2016 Foreign and Commonwealth Office Human Rights report outlines UK activity in further detail. Through our programming we have worked with the Libyan authorities to improve conditions in detention centres in Libya. For example, so far this year, the Department for International Development has supported more than 20,000 emergency interventions in areas which include healthcare, psychosocial support, hygiene kits and safe shelter. We also provide specific support to women and girls, to protect them from the heightened risks of sexual and gender based violence.</p><p>(2) The United Kingdom has a legal obligation to cooperate with the International Criminal Court. We have a centralised system for responding to all requests from the Office of the Prosecutor and we have established guidelines and set standard procedures to ensure we share information with the International Criminal Court where appropriate.</p>

star this property answer text <p>(1) The UK took military action in Iraq in 2003 on the basis of UN Security Council Resolutions (UNSCR) dating back to Resolution 678, and culminating in UNSCR 1441 which was passed unanimously on 8 November 2002. <br><br>(2) The UK does not, and will not, recognise the illegal annexation of Crimea by Russia. This action violated the UN Charter, was illegal under international law and breached a number of commitments Russia had made. It is for these reasons that Russia has subsequently been isolated in the Security Council and in the wider international community.</p> more like this

star this property answer text <p>(1) We assess that there has been modest improvement in the food security situation but that it remains extremely fragile.</p><p>(2) Chronic malnutrition is of particular concern, as is the limited access to basic services such as health and education.</p><p>(3) The UN Commission of Inquiry on the Burundi Report of August 2018 found that serious human rights violations persist. The Commission was particularly concerned by the growing number of violations where the ruling party's youth league, the Imbonerakure, had played a role. We are working with UN, EU and African Union partners to support an inclusive, negotiated solution to the political crisis.</p><p>Since 2015, the Department for International Development has provided significant humanitarian support both inside Burundi and to Burundian refugees in the region, supporting around 300,000 refugees in Rwanda and Tanzania since the crisis began. In 2017, the UK committed up to £12 million to support humanitarian needs in Burundi until 2020.</p>

star this property answer text <p>51 provisions were transferred from unanimity to qualified majority voting by the Lisbon Treaty. These were published in the Explanatory Memorandum on the Lisbon Treaty of 17 December 2007 as amended by a Written Ministerial Statement by the then Minister for Europe on 20 February 2008, Official Report, column 53WS. star this property answer text <p><del class="ministerial">Those</del> <ins class="ministerial">Some </ins>Overseas Territories with financial centres, namely Anguilla, Bermuda, British Virgin Islands, Cayman Islands<del class="ministerial">, Gibraltar</del> and Montserrat have expressed concern about new legislation on sanctions and anti-money laundering (the Sanctions and Anti-Money Laundering Act), which became law on 23 May 2018; in particular the requirement to establish a publicly accessible register of the beneficial ownership of companies registered in each government's jurisdiction.</p><p><ins class="ministerial">Seperately, the aforementioned Territories and Gibraltar have made representations over the potential use of an Order in Council as specified in the Act, believing this to be constitutional overreach by the UK.</ins></p><p>The Prime Minister held a conference call with leaders of affected Territories on 24 May to discuss the issue and a further discussion was held at the Joint Ministerial Council in June. Shortly after the passage of this legislation I visited Anguilla, the Cayman Islands and Montserrat, where I held discussions on this topic. Similarly, in late July I visited the British Virgin Islands and met with representatives of the financial services industry and government of BVI. The Government understands the strength of feeling on this issue and is committed to working collaboratively with affected Territories on implementation.</p>
