The sanctions regime is central to international efforts to promote peace and security in Somalia, including through addressing the threat of Al-Shabaab. The regime includes an arms embargo with certain exemptions for humanitarian protection, the African Union Mission in Somalia, and the development of the Somali security forces. Within these exemptions, safeguards are in place to manage proliferation of arms. Our Embassy in Mogadishu regularly engages with the Somali authorities on the importance of compliance with the regime and to support the development of effective weapons and ammunition management. Both the Prime Minister and the Foreign Secretary held productive meetings with the President of Iraq during his recent visit to the UK on 25-28 June. A range of issues were discussed, including how best to protect and support minority communities including Yazidis and Christians.</p><p>We have contributed £14.45 million to the UN's Funding Facility for Stabilisation to help the Government of Iraq rebuild communities in liberated areas where many minorities are resident. Formal correspondence from diplomats, including these, is marked either OFFICIAL, OFFICIAL SENSITIVE or SECRET in line with government policy.</p><p>We use the Cabinet Office Government Security Classification policy as a guide to classifying all FCO information and its subsequent handling. We are confident we have good security systems. Nevertheless we are reviewing how they are functioning in light of recent events. The Foreign Secretary visited Ghana on 30 April – 1 May where he was accompanied by a British business delegation. During the visit he held talks with the Vice President of Ghana and several Cabinet Ministers to further bilateral and trade priorities, including securing new commercial deals with British companies. The Foreign Secretary and the Ghanaian Foreign Minister enhanced the UK-Ghana relationship through the signing of a Joint Declaration, which is set to strengthen existing ties, focus action on agreed priorities and open up new areas for mutual co-operation.</p><p>In the last year, I have co-chaired, with Ghana's Vice President, two meetings of the UK-Ghana Business Council, a high-level bilateral forum to promote cooperation on economic development, job creation, trade and investment. The last meeting was held in London in February where, as well as the Vice President, I was delighted to welcome the Minister for Trade, the Minister for Planning, and Deputy Ministers of Finance and Foreign Affairs. The UK supports Saudi Arabia’s efforts to protect its national security against critical threats, such as the ballistic missiles and drones fired by the Houthis into civilian areas in Saudi Arabia.</p><p>The UK works with Saudi Arabia to ensure targeting procedures are compliant with International Humanitarian Law (IHL), and we regularly raise the importance of IHL compliance with Saudi Arabia, including at senior levels. The UK is not a member of the Saudi-led Coalition and the UK’s role is limited to providing advice, information and assistance to help Saudi Arabia respond to airborne threats launched by the Houthis. We remain deeply concerned by the use of children in conflict in Yemen. We raise allegations of human rights abuses, including the use of child soldiers, with all parties to the conflict in Yemen. We have been clear that all parties must comply with International Humanitarian Law.</p><p>The UK firmly believes in the importance of international conventions to prevent the exploitation of children as soldiers. The UK has called for all states to sign up to the key international commitments pertaining to ending the recruitment and use of children in conflict including the Paris Principles and Commitments, the Vancouver Principles and the Optional Protocol on the involvement of children in armed conflict. We firmly believe this framework of standards and commitments provides vital safeguards for the rights of children in armed conflict. For example, 91 countries have endorsed the Safe Schools Declaration. This has included raising our concerns about lawyers and activists at China’s Universal Periodic Review in November 2018, and at the last UK/China Human Rights Dialogue. Moreover, the Minister of Asia and the Pacific raised Wang Quanzhang’s case with the Chinese Government during his visit last July. The Foreign Secretary raised Wang Quanzhang’s case last July, when he met Chinese State Councillor Wang Yi; he also met with family members of detained human rights lawyers. We are particularly concerned that the shutdown has taken place in parts of Rakhine where there are already significant restrictions on international access. We are clear that denying access to mobile data services restricts the right to freedom of expression and the ability to share reports of human rights violations. Embassy officials have raised our concerns with the Myanmar government. We welcome the efforts of the Armed Conflict Location and Event Data project and others to estimate the impact of the conflict, recognising that sadly the true fatality figures are likely to be higher. We maintain that a political settlement is the only way to bring long-term stability to Yemen and to address the worsening humanitarian crisis. We have no doubt about our sovereignty over BIOT, which has been under continuous British sovereignty since 1814.</p><p>We are aware of the Mauritian Government's proposal to organise a visit to the British Indian Ocean Territory (BIOT). We urge Mauritius to reconsider. Any unauthorised visit to BIOT will be treated with the utmost seriousness. The UK Government, as the sovereign authority, will continue to progress an expanded programme of UK-arranged visits to the British Indian Ocean Territory for Chagossians: five visits have taken place so far with 76 Chagossians each spending a week visiting the Territory. Two to three visits are planned to take place each year for the remainder of the life of the support package. Visits are advertised to Chagossian communities in UK, Mauritius and Seychelles. This is managed by individual teams, particularly overseas.</p><p>Wellbeing is a key priority in the FCO, and we recognise the importance of staff maintaining a good work life balance and not regularly working beyond their conditioned hours. Wellbeing Confident Leadership workshops have already been delviered to 67 per cent of our Senior Civil Servant and Senior Management Structure staff, with the remainder expected to complete the training by the end of the year.</p><p>Where staff are consistently exceeding their conditioned hours, managers are expected to take steps to ensure that staff are not overstretched, and that they are not exceeding the limits set out in the 1998 Working Time Regulations.
