It has the right of initiative in making proposals for legislation. As guardian of the EU treaties, it ensures that EU legislation is applied by all Member States under the control of the Court of Justice. As an executive body for the EU, it exercises coordinating, executive and management functions, as laid down in the Treaties, and manages the annual budget.</p><p>The President of the European Commission lays down guidelines within which the Commission is to work. The President also decides on the internal organisation of the Commission, ensuring that it acts consistently, efficiently and as a collegiate body. We have raised Mr Adorus’ allegations of mistreatment during his detention in Ethiopia on numerous occasions, including at Ministerial level. The Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, my hon. Friend the Member for Boston and Skegness (Mr Simmonds), spoke with Foreign Minister Tedros about the case on 11 July. We have reminded the Ethiopian government of its obligations under the Convention against Torture, to which it is a signatory, to follow up on allegations through an independent, impartial and transparent investigation. This includes working with the Inter-Governmental Authority on Development (IGAD) and the African Union. We welcome the signing of the agreements of 9 May and 10 June that commit both sides to end the hostilities and establish a Transitional Government of National Unity. 	answer	answer is ministerial correction date of answer 24/10/2014 answer text <p>A comprehensive needs assessment of the post-disaster recovery requirements stemming from this year’s floods was carried out by the authorities of Bosnia and Herzegovina. The EU, the UN and the World Bank supported this process by providing resources and technical support. The assessment reflects damages, effects, impact and needs across a range of sectors including agriculture, education, health, public services, housing, transportation and energy. It estimates that the economic impact of the floods was £1.62bn. A European Commission hosted donors’ conference in July raised £810m towards the rehabilitation effort.</p><p>The EU assistance to the flood response is currently €42m, plus €1m from the UN Development Programme (UNDP), which has gone to rebuild schools, houses and other community infrastructure. An additional tranche of €43m is due to be released to cover flood prevention and provide more housing assistance.</p><p>In addition to a £1.03m commitment for immediate humanitarian assistance, the British Government is due to release a further £1m to the flood response work through the UNDP. UK exports to Iran fell to £79 million in 2013, down from £100 million in 2012, and £180 million in 2011. EU exports to Iran have also fallen, totalling €5.4 billion in 2013. Friend the Member for Richmond (Yorks) (Mr Hague), in 2013.</p><p>Staff in London and across our network of diplomatic posts worked on the Human Rights Council campaign. The UN does not provide exact figures for the number of injured Palestinian civilians. However, it estimates that over 5,000 women, children and elderly Palestinians were injured.</p><p>According to Israeli government statistics, seven civilians in Israel were killed by rocket/mortar fire from militant groups in Gaza. Six of these were Israeli (including one child) and one was a Thai national. 126 were injured.
