star this property answer text <p>The United Kingdom is providing substantial assistance to strengthen Ukraine’s democracy and institutions as part of its reform programme. In July 2017, we hosted the inaugural Ukraine Reform Conference and have since participated in annual conferences including Toronto (2019). We are providing over £32 million of programme support, including at least £9.2m for reforms via the Good Governance Fund. The UK improved capacity of Central Election Commission training over 2,600 key electoral officials. In short we helped ensure that recent presidential and parliamentary elections were widely hailed as Ukraine’s freest and fairest to date. I look forward to my visit to Ukraine next week.</p> more like this

star this property answer text <p>​The allegations that white phosphorus has intentionally been used against civilians are extremely worrying and it is important that the full facts are established. The UK wants to see a swift, and thorough, investigation by the UN Commission of Inquiry on Syria into these allegations. White phosphorus is not classified as a chemical weapon and is in itself is not subject to export controls, but it must be used in accordance with International Humanitarian Law. The Government is considering the licensing position in the light of recent developments in Syria and no further export licences for Turkey of items that might be used in military operations in Syria will be granted while we do so.</p> more like this

star this property answer text <p>In the Budapest Memorandum, in return for Ukraine giving up its nuclear weapons, Russia joined the United Kingdom and the United States in reaffirming their obligation to &quot;refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, and that none of their weapons will ever be used against Ukraine except in self-defence or otherwise in accordance with the Charter of the United Nations.&quot; Russia is in clear breach of those commitments as well as a number of other international obligations and commitments, including under the UN Charter and the OSCE Helsinki Final Act.</p><p>The United Kingdom remains willing to engage on the basis of the Budapest Memorandum and in March 2014 the then Foreign Secretary took part in a Budapest format ministerial meeting. Russia refused to take part in that meeting, and has continued to refuse to engage despite the Budapest Memorandum committing them to such talks.</p><p>We remain strong and active supporters of Ukraine's sovereignty and territorial integrity. This includes building the resilience and capacity of the Ukrainian armed forces through Operation Orbital, and playing a leading role in maintaining sanctions against Russia.</p><p> </p>

star this property answer text <p>The FCO received a request on 27 November for a telephone conversation between the Prime Minister and President Poroshenko, to discuss the situation around the Sea of Azov. The Prime Minister is receiving regular updates on this issue, is following events closely and will engage President Poroshenko as events continue to unfold. Our full diplomatic network is engaging on an international response. We are in very close contact in Kyiv. The Foreign Secretary spoke to Ukrainian Foreign Minister Klimkin on 29 November, when he reaffirmed the UK’s solidarity with Ukraine. The Foreign Secretary also participated in a lunch with EU Foreign Ministers and FM Klimkin in the margins of the 10 December EU Foreign Affairs Council in Brussels.</p> more like this
