	answer	answer is ministerial correction date of answer 22/06/2015 answer text <p>The EU Referendum Bill introduced to Parliament on 28 May 2015 dis-applies section 125 of the Political Parties, Elections and Referendum Act 2000 for the purposes of the referendum. The statutory restrictions contained in section 125 would have prevented many types of Government business in the final 28 days of the campaign dealing with any issue raised by the referendum question, presenting serious operational difficulties. In order to fulfil the manifesto commitment on which it was elected, the Government will also need to be able to set out the results of its renegotiation and its view on those results. The Government therefore does not believe that it would have been appropriate for the section 125 restrictions to apply in full.</p><p>The designated organisations for the yes and no campaigns should take the lead in a vibrant and robust debate. Friend the Member for Runnymede and Weybridge (Mr Hammond), has discussed our EU reform plans with 19 Member States as part of his EU programme of visits. He plans to visit the remaining Member States before the election. The Foreign Secretary has met a range of Presidents, Ministers of Government, Officials, and leaders from Civil Society and business. He has been clear on his desire to seek agreement with our colleagues in the EU on the details of proposed reforms, which will be developed in discussion with Member States in the coming months. In the Foreign Secretary’s discussions he has covered the full range of issues that this Government would like to see reformed in the EU; Fairness, Democratic Accountability, Competitiveness and Migrant Access to Benefits. EU Membership also gives the UK greater international influence on global threats such as climate change and Ebola. The Government’s position remains clear: the EU must reform to become more competitive, democratically accountable and fair for those inside and outside the Eurozone. 	question text	To ask Her Majesty’s Government whether they are currently discussing with the European Commission and other European Union member states, with regards to renegotiation: (1) a United Kingdom opt-out from "ever closer union"; (2) reducing the impact of red tape and "excessive interference" from Brussels on businesses, in particular small and medium-sized enterprises, start-ups, and the City of London; (3) the balance of competences regarding social and employment law, in particular access of EU migrants to in-work and out-of-work benefits; (4) ensuring that eurozone member states cannot impose changes to the single market without the agreement on non-eurozone members; (5) the ability for individual member states to negotiate trade deals with third countries; (7) reducing the EU budget; (8) introducing EU-wide transparency laws similar to those in the United Kingdom; (9) allowing member states greater control over migration; (10) giving national parliaments greater powers to block EU legislation; (11) permitting businesses to sell goods in imperial as well as metric units; (12) obliging food producers to apply country-of-origin labelling; and (13) returning control of agriculture and fisheries policies to member states; and what assessment they have made of the relative importance of these policy areas within an overall renegotiation package.

This reflects the close relationship which we now enjoy with the Government of Ireland and the Irish people. Discussions cover all issues, including the impact that the British Government’s proposals for reform will have on Ireland, our closest neighbour and friend. Most recently the Minister of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Aylesbury (Mr David Lidington), visited Dublin on 26 May for consultations on EU reform; the first visit he made after his reappointment following the general election.</p><p>This Government intends to seek reforms in the EU which will benefit not just the UK but all Member States.
