star this property answer text <p>The United Kingdom is providing substantial assistance to strengthen Ukraine’s democracy and institutions as part of its reform programme. In July 2017, we hosted the inaugural Ukraine Reform Conference and have since participated in annual conferences including Toronto (2019). We are providing over £32 million of programme support, including at least £9.2m for reforms via the Good Governance Fund. The UK improved capacity of Central Election Commission training over 2,600 key electoral officials. In short we helped ensure that recent presidential and parliamentary elections were widely hailed as Ukraine’s freest and fairest to date. I look forward to my visit to Ukraine next week.</p> more like this

On 15 October, the Foreign Secretary reaffirmed to Foreign Minister Klimkin our commitment to support Ukraine, including through Operation Orbital. star this property answer text <p>​The UK has raised and will continue to raise with Ukraine and Russia the importance of abiding by the Minsk II agreement commitments that they have signed up to. Russia needs to take responsibility for the separatists it continues to arm and support and the UK expects Russia to use its significant influence over these groups to ensure they also abide by the Minsk II Agreement.</p> more like this

star this property answer text <p>​The UK continues to support the French and German-led diplomatic efforts towards securing the implementation by all parties of the Minsk Agreements, including through our major commitment as the second largest contingency of monitors to the OSCE Special Monitoring Mission. Key to implementing the Minsk II Agreement is Russia recognising that it has signed up to commitments including the removal of heavy weapons and its military personnel from Ukraine. We continue to call on Russia to abide by its obligations.</p> more like this

star this property answer text <p>The UK is providing both political and practical support to this, while urging the Ukrainian authorities to maintain progress. In July 2017 the UK hosted the Ukraine Reform Conference and a meeting between leading global businesses based in the UK and Ukrainian cabinet ministers. They discussed the business environment in Ukraine and the obstacles, particularly in the judicial sector, which inhibit Ukraine's ability to attract further foreign investment.</p><p>As well as this political engagement, the UK is funding a range of technical assistance projects, including support to anti-corruption institutions, the establishment of an intellectual property rights court, and help to reform the Ministry of Finance, the management of public finances and Ukraine's tax system. The UK is also supporting small and medium sized enterprises in Ukraine.</p> more like this

star this property answer text <p>The UK Government engages closely and regularly with the Government of Ukraine. I visited Kyiv in September 2016 and have held a number of bilateral meetings and phonecalls since, most recently speaking to Foreign Minister Klimkin on 31 January. The Ukrainian Government has the UK’s full support in its efforts to deliver the comprehensive programme of reforms needed to transform Ukraine into a stable, prosperous, modern state. These include its commitments under the Minsk agreements. The immediate priority is for putting in place an effective ceasefire, which will in turn create much more favourable conditions for implementation of the other aspects of the Minsk agreements.</p> more like this

We are in regular contact at all levels to discuss progress. This was most recently discussed at the EU Foreign Affairs Council in February.</p><p>The roadmap is still under discussion in the Normandy Format meetings. The UK stands ready to support implementation of the Minsk agreements in any way it can.</p> more like this

star this property answer text <p>Russia’s destabilisation of eastern Ukraine has resulted in a humanitarian crisis, with over 1.5 million people displaced, over 6000 people killed and tens of thousands wounded. The situation there will only improve when Russia abides by the commitments it made at Minsk; withdraws its troops, its heavy weaponry and support for the separatists.</p><p>Since Russia’s illegal annexation of Crimea we have become increasingly concerned by the deteriorating human rights situation there. We continue to call for free and unconditional access by international humanitarian and human rights organisations to Crimea at all times.</p><p> </p><p> </p> more like this
