However the Bill will only be introduced following Parliament’s approval of the final deal covering both the withdrawal arrangements and the framework for the future relationship.</p><p>As the Prime Minister made clear in her Florence speech last year, the EU is not “legally able to conclude an agreement with the UK as an external partner while it is itself still part of the European Union”. After Salzburg, the Prime Minister made clear that the Government would bring forward further proposals on the backstop, which it has done in the context of our negotiations with the EU. The EU has responded positively and discussions are ongoing.</p><p>We have always said that we are not going to provide a running commentary on talks. We have made progress but there remain a number of unresolved issues relating to the backstop. We will also fulfil our commitments to agree a backstop for Northern Ireland in which the UK will maintain full alignment with those rules of the internal market and the customs union which, now or in the future, support North-South co-operation, the all-island economy and the protection of the 1998 [Belfast] Agreement.</p><p>We’re working hard to agree a backstop which upholds the commitments both sides made in December, which would of course be published.
