This is why we have agreed with the EU that they will notify treaty partners that the UK is treated as a Member State for the purposes of its international agreements with third countries during the Implementation Period. answer	answer is ministerial correction date of answer 06/04/2018 answer text <p>The property rights of UK nationals that own property in an EU Member State and vice versa is not a matter that fell within the scope of the first stage of the negotiations with the EU.</p><p> </p><p>It is already the case that all Member States are bound by Article 1 of Protocol 1 to the European Convention on Human Rights which obliges them to respect property rights.
