This would also be the case for UK nationals travelling or working in the EU during this period, including accredited yachting instructors.</p><p><br>Royal Yachting Association certificates and qualifications apply to people working and sailing on British flagged boats. Royal Yachting Association (RYA) qualifications are not covered by the Mutual Recognition of Professional Qualifications (MRPQ) Directive. The Department has a dedicated mental health and wellbeing group who have been leading on a number of wellbeing activities across the Department to improve the physical and mental wellbeing of staff employed in the Department. DExEU, along with many other Government departments, has a programme in place that provides support and advice on wellbeing.</p><p><strong> </strong></p><p>These activities have included the Department signing up, in March 2017, to the Time for Change pledge to demonstrate the Department’s commitment to reducing the stigma attached to mental health. A number of these agreements include service-related elements, such as services chapters in existing EU Free Trade Agreements. The EU and UK agreed at the March European Council that, during the implementation period, the UK is to be treated as a Member State for the purposes of international agreements and that the EU will notify third parties to these agreements to this effect. This approach provides certainty and confidence that there will be no disruption to existing relationships underpinned by international agreements. A number of countries have already publicly welcomed the approach. <br> <br>We are also engaging with partner countries to put in place successor agreements that replicate the effects of existing agreements as far as possible and will come into force following the implementation period. In most cases we anticipate that repatriated EU functions can be absorbed by UK departments and existing public bodies.</p><p>The Government has previously announced three new agencies; the Trade Remedies Authority; an independent and statutory body holding government to account for the environment; and an independent authority for monitoring the implementation and application of the citizens' rights provisions of the withdrawal agreement.
