unstar this property answer text <p>The UK pushed hard in negotiations to include the right to stand and vote in local elections for UK nationals living in the EU, and EU citizens in the UK, but they will not be included in the Withdrawal Agreement as the Commission said it was out of scope.</p><p>The Government has made clear that we will pursue bilateral arrangements with individual Member States. Ministers have written to all member states to offer bilateral agreements on local voting rights.</p><p>We have now reached an agreement with Spain that will secure the rights of UK nationals living in Spain, and Spanish citizens living in the UK, to stand and vote in local elections. This is a positive step forward in our future relationship with Spain and we hope this will be the first of many similar bilateral agreements with other Member States.</p><p>As we continue to pursue these bilateral agreements, we can confirm that EU citizens in the UK will continue to be able to vote and stand in England and Northern Ireland’s May 2019 local elections.</p><p>The Scottish Parliament and Welsh Assembly are responsible for their own franchises.</p><p> </p>

unstar this property answer text <p>As we have always said, we will introduce the Bill as soon as possible once the Withdrawal Agreement has been approved by Parliament.</p><p>It would be presumptive to introduce or publish the legislation implementing the Withdrawal Agreement before Parliament has approved the terms of the final deal.</p><p>The Government is committed to doing everything it can to ensure that Parliament has the opportunity to scrutinise the Bill in the time available.</p><p> </p> more like this

unstar this property answer text <p>Prior to any decisions on establishing new UK-level bodies, the Government will always look to minimise disruption and costs, which will include considering alternative options. In most cases we anticipate that repatriated EU functions can be absorbed by UK departments and existing public bodies.</p><p>The Government has previously announced three new agencies; the Trade Remedies Authority; an independent and statutory body holding government to account for the environment; and an independent authority for monitoring the implementation and application of the citizens' rights provisions of the withdrawal agreement. As set out in the Political Declaration, the UK and EU will explore the possibility of cooperation between the UK and EU agencies such as the European Aviation Safety Agency, the European Chemicals Agency, and the European Medicines Agency.</p><p> </p> more like this

unstar this property answer text <p>Bullying and harassment has no place in any workplace, including the Civil Service. In our most recent People Survey, 11% of respondents, on average, told us that they'd experienced bullying or harassment at work in the 12 months preceding the survey.</p><p>Whilst this figure has remained stable since 2016, we recognise that certain groups of staff are more likely to say they have experienced this type of unacceptable behaviour than others. This includes staff members with long-term limiting conditions who, in the vast majority of departments and agencies, were more likely to say they'd been bullied or harassed in the last 12 months than staff members with no long-term limiting conditions. We are strengthening the routes for staff to report bullying and harassment to ensure that all staff are fully supported throughout the process, and to ensure cultures are positive and inclusive.</p><p>The high level People Survey results for each organisation, including reported rates of bullying and harassment, were published last December on gov.uk. Each spring the Cabinet Office conducts and publishes a range of further analysis on the People Survey responses, including the results by gender, ethnicity, sexual orientation and health status. Similar analysis will be conducted again this year and made available on gov.uk.</p><p> </p>

unstar this property answer text <p>Under the terms of the draft Withdrawal Agreement, the Commission will continue its current role enforcing EU State aid and competition rules in the UK during the implementation period.</p><p>Thereafter, in the event of the backstop entering into force the Competition and Markets Authority (CMA) would be responsible for enforcing competition rules and assessing mergers in the UK.</p><p>The CMA would also be responsible for regulating State aid in the UK, with the exception of measures affecting trade in goods between Northern Ireland and the EU, which the Commission would continue to regulate. The CMA would be required to consult the Commission on draft State aid decisions, but crucially the Commission’s opinion would not be binding on the CMA.</p><p> </p> more like this

unstar this property answer text <p>The Government has been in discussions with technology companies for many months. While no contracts have yet been signed, in the event of doing so we will follow the usual process.</p><p>Parliament has been clear in what is needed to unite behind a Withdrawal Agreement: namely, legally binding changes to the backstop. The Prime Minister has set out three ways in which legally binding changes to the backstop could be achieved. First, the backstop could be replaced with alternative arrangements to avoid a hard border between Northern Ireland and Ireland. Secondly, there could be a legally binding time limit to the existing backstop, or thirdly, there could be a legally binding unilateral exit clause to that backstop.</p><p>The Prime Minister and President Juncker agreed that our teams should hold further talks to find a way forward, both will meet again before the end of February to take stock of those discussions.</p><p> </p> more like this
