	answer	answer is ministerial correction date of answer 02/07/2019 answer text <p>From the very beginning the Prime Minister has been clear that safeguarding the rights of EU citizens living in the UK and UK nationals living in the EU was her first priority for negotiations.</p><p>The agreement reached and set out in the Withdrawal Agreement text will provide UK nationals with certainty about their rights going forward and allow UK nationals to continue to live, work and study in the EU. They will continue to be able to access benefits and services on the same basis after we exit the EU as they do now, subject to any future domestic policy changes which apply to UK nationals.</p><p>In a no deal, all Member States have now made commitments to protect the rights of UK nationals in the EU and have guaranteed that UK nationals legally resident by exit day will be able to stay. UK nationals can find details of each system on the FCO “living in guides” on gov.uk.</p><p>On 27 February the House supported an amendment tabled by Alberto Costa MP to seek a joint UK-EU commitment to adopt Part II of the Withdrawal Agreement whatever the outcome of negotiations. The Government has since written to Michel Barnier twice to propose a ‘joint UK-EU commitment to adopt Part II of the Withdrawal Agreement whatever the outcome of negotiations’.</p><p>Michel Barnier has been very clear that the Withdrawal Agreement is the best way to protect the rights of citizens. That is why it is in the interests of both sides to maintain trading links once the UK has left the EU; to protect jobs and our economy while allowing us to honour the referendum and realise the opportunities of Brexit.</p><p>The Organisation for Economic Co-operation and Development (OECD) publish estimates on trade in employment, including on the amount of jobs linked to exports. Their most recent data from 2011 estimates that 3.4 million jobs were linked to UK exports across the EU. A no deal exit remains the legal default at the end of the extension period on 31 October unless a deal is agreed.</p><p>DExEU has a vital coordination role to play in these preparations. We maintain a single picture of workstreams, policy proposals and delivery implications across government to inform policy development. This allows us to scrutinise domestic policy solutions and delivery plans that departments develop - ensuring coherence and recommending cross-cutting solutions to drive delivery forward.</p><p>Over 300 work-streams to prepare for ‘no deal’ continue to be advanced across Government, to minimise disruption to industry, to our vital services, and to the daily lives of the people of the United Kingdom. 	answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>The Secretary of State for Exiting the European Union has regular discussions with Cabinet colleagues on preparations for the UK’s departure from the European Union.</p><p>In the event that the UK leaves the EU without a deal, UK nationals undertaking paid work such as tours in the EU should check with the Embassy of the countries they plan to travel to for what kind of visa or permit, if any, they will need. The FCO provides advice on their country-specific travel pages online. Information about entry requirements for those intending to work or provide a service in an EU Member State is listed on our <a href="https://www.gov.uk/government/collections/providing-services-to-eea-and-efta-countries-after-eu-exit" target="_blank">advice pages for UK businesses</a> on gov.uk.</p><p>The Political Declaration agreed between the UK and the EU acknowledges the importance of mobility for cultural cooperation. The UK is seeking to agree reciprocal mobility arrangements that would facilitate the temporary mobility of self-employed professionals and employees providing services. 	answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>DExEU Ministers and officials have regular discussions with their counterparts in the Department for Health and Social Care to discuss a wide range of issues related to the UK’s withdrawal from the EU.</p><p>Subject to the Withdrawal Agreement being agreed by Parliament, where the UK or an EU Member State is responsible for the healthcare of those within the scope of the Agreement, these individuals will continue to be entitled to reciprocal healthcare cover, including EHIC rights, from that country. For individuals not in scope of the Withdrawal Agreement, and as part of our future relationship with the EU, we have said that we want continued participation in the EHIC scheme.</p><p>In the event of a no deal exit, reciprocal healthcare cannot be protected unilaterally and requires reciprocity from the EU or individual Member States. We have a duty to ensure that any potential harmful impacts on our citizens in the EU, and on EU citizens residing in the UK, are minimised as far as possible.</p><p>That is why, in the event of no deal, the UK is seeking an EU-wide approach or bilateral arrangements with Member States to transitionally apply the current social security coordination regulations, including reciprocal healthcare, in full until the end of 2020. This includes current EHIC arrangements. This will provide certainty to individuals who move to, visit or work in the UK or EU until that date. The Government and the European Commission have been clear that our ​trading relationship must comply with WTO rules. GATT Article XXIV is the provision which allows WTO members to form free trade areas or customs unions, or to adopt an interim agreement necessary for the formation of a customs union or of a free trade area. It relates solely to trade in goods. The increase in numbers of leavers towards the end of 2018 and beginning of 2019 is mainly due to planned leavers moving to other government departments following the end of their pre-set loan agreement or job rotation, or have left the civil service following the end of their 2-year fixed-term appointment.
