	answer	answer is ministerial correction date of answer 14/01/2019 answer text <p>As a matter of course, the Government does not publish legal advice.</p><p>The EEA Agreement only applies to the UK in its capacity as an EU Member State. The EEA Agreement will no longer operate in respect of the UK when we leave the EU. However, at the March European Council we agreed with the EU that the UK is to be treated as a Member State for the purposes of international agreements for the duration of the implementation period. This includes the EEA Agreement. The UK Government has been working closely and effectively with the Welsh Government, the Secretary of State for Wales and Welsh stakeholders on EU Exit to ensure this.</p><p>This includes, for example, the Joint Ministerial Committee on EU Negotiations and the Ministerial Forum on EU Negotiations. The Ministerial Forum recently discussed the UK Government’s proposals for continued cooperation with the EU on culture and education as well as options for continued participation in successor schemes to EU funding programmes, such as Creative Europe, which I understand has played a role in supporting a number of Welsh language projects. 	answer	answer is ministerial correction date of answer 13/02/2018 answer text <p>We are content to listen to proposals from the EU on associated citizenship for UK nationals however, to date, this has not been formally proposed to the UK in negotiations. EU treaty provisions state that only citizens of EU Member States are able to hold EU citizenship. Therefore, when the UK ceases to be a member of the European Union, British nationals will no longer hold EU citizenship, unless they hold dual nationality with another EU Member State.</p><p><strong> </strong></p><p>We have secured a deal that will safeguard the rights of UK nationals living in the European Union, so that they can continue living their lives broadly as they do now. 	answer	answer is ministerial correction date of answer 21/05/2018 answer text <p>Earlier this year, the Prime Minister set out the UK’s vision for its future economic partnership with the EU at Mansion House and the Chancellor detailed how this would work for financial services during a speech at HSBC.</p><p> </p><p>We will be seeking a bold and ambitious free trade agreement between the UK and the EU. Such a deal will be of greater scope and ambition than any such agreement before it, so that it covers sectors crucial to our linked economies such as financial services. This will require detailed technical talks, but as the UK is an existing EU member state, both sides have regulatory frameworks and standards that already match, with full alignment on Day One of our exit.</p><p> </p><p>As the Prime Minister set out, we will not be seeking passporting, because we understand this is intrinsic to the single market of which we would no longer be member. Also, the Chancellor has been clear that a deal based on the EU’s existing third-country equivalence regimes would be inadequate for the scale and complexity of UK-EU trade.</p><p> </p><p>Instead, given the highly regulated nature of financial services, and our shared desire to manage financial stability risks, we will need a collaborative, objective framework that is reciprocal, mutually agreed, and permanent and therefore reliable for business.</p><p> </p><p>The Government has said that the principle of mutual recognition and reciprocal regulatory equivalence, provided it is objectively assessed, with proper governance structures, dispute resolution mechanisms, and sensible notice periods for market participants, could provide an effective basis for such a partnership.</p> answering member constituency Worcester answering member printed Mr Robin Walker question first answered 21/05/2018 15:02:28 answering member 4091 label Biography information for Mr Robin Walker

In the absence of an Executive, we also engage at an official level with the Northern Ireland Civil Service.</p><p>Yesterday the Prime Minister met with the First Ministers of Scotland and Wales as part of ongoing discussions to find a consensus around the terms of the UK’s exit from the EU. 	answer	answer is ministerial correction date of answer 27/11/2018 answer text <p>During the passage of the EU (Withdrawal) Act 2018 in the Commons the Government committed to providing a statement about the impact of all EU exit bills on equalities legislation (which includes provisions on disability as a protected characteristic). The Government’s commitment requires the relevant Minister to make and publish a statement for each EU exit bill indicating:</p><ol><li><p>whether the bill amends, repeals or revokes any part of the Equality Acts 2006 or 2010 or any secondary legislation made under those Acts and, if it does make such changes, an explanation of the effect of each change; and</p></li><li><p>that in relation to the policy which is given effect by the Bill, the relevant Minister “has had due regard to the need to eliminate discrimination, harassment, victimisation and any other conduct that is prohibited by or under the Equality Act 2010.”</p></li><li><p>that the Government will be making such a statement in respect of the WAB (which will be set out in the Explanatory Notes accompanying the Bill on its introduction); and this analysis has been carried out to inform decision-making on the Withdrawal Agreement and as preparation for the equality statement.</p></li></ol><p>The UK Government is committed to ensuring that there is no regression in equalities as we leave the EU. The Equality Act 2010 sets out wide-ranging equalities protections, and incorporates virtually all existing EU equalities law and Court of Justice of the European Union (CJEU) case law. In some areas, domestic legislation goes further than EU requirements - for example the public sector equality duty, which places a duty on public authorities to consider how their policies or decisions would affect people who are protected under the Equality Act.
