	answer	answer is ministerial correction date of answer 13/02/2018 answer text <p>We are content to listen to proposals from the EU on associated citizenship for UK nationals however, to date, this has not been formally proposed to the UK in negotiations. EU treaty provisions state that only citizens of EU Member States are able to hold EU citizenship. Therefore, when the UK ceases to be a member of the European Union, British nationals will no longer hold EU citizenship, unless they hold dual nationality with another EU Member State.</p><p><strong> </strong></p><p>We have secured a deal that will safeguard the rights of UK nationals living in the European Union, so that they can continue living their lives broadly as they do now. Therefore, when the UK ceases to be a member of the European Union, British nationals will no longer hold EU citizenship, unless they hold dual nationality with another EU Member State.</p><p><strong> </strong></p><p>Article 70 of the Vienna Convention on the Law of Treaties is a default rule, which does not apply where the parties to a treaty agree arrangements relating to a particular party’s withdrawal. The UK and the EU will agree these arrangements under the Article 50 process, to be defined in the Withdrawal Agreement.</p><p><strong> </strong></p><p>We know that in the future, many UK nationals will wish to continue to travel, live and work within the European Union, just as EU citizens will still wish to do so in the UK. The fair and reciprocal agreement reached and set out in the draft legal text of the Withdrawal Agreement will provide UK nationals in the EU with more certainty about their rights going forward.</p><p>The UK is putting in place the administrative arrangements to implement the draft Withdrawal Agreement on citizens’ rights in the Home Office’s EU Settlement Scheme. It is for each Member State to determine how they will implement the Withdrawal Agreement to secure the rights of UK nationals resident in their country, and we are working with Member States to understand how they will do so.
