Ministers in the Department for Exiting the EU with responsibility for ports visited the Port of Dover twice this year. Former Minister Suella Braverman on the 14th May and Minister Chris Heaton-Harris on the 24th August. <br><br>DExEU ministers have visited 19 ports to date as part of a wider programme of engagement carried out by other Government ministers and officials to ports around the United Kingdom. 	answer	answer is ministerial correction date of answer 24/07/2018 answer text <p>Significant progress has been made on the Withdrawal Agreement, including reaching agreement at the March European Council on the legal text relating to the terms of an implementation period. This will start on 30 March 2019 and last until 31 December 2020. During the implementation period, the UK will no longer be a Member State of the European Union, but market access will continue on current terms. Common rules will remain in place until the end of the period meaning businesses will be able to trade on the same terms as now up until the end of 2020.</p><p><strong> </strong></p><p>The Government recognises the importance to the country’s economy for trade fluidity through the UK’s key ports. We want to ensure that traders, intermediaries and freight forwarders can continue to move goods through ports as quickly and seamlessly as they do now. This was reiterated in the recently published White Paper on the Future Relationship Between the UK and the EU, which made clear that the UK wants to explore options for a reciprocal access deal for road hauliers and passenger transport operators. There is a strong mutual interest in reaching an ambitious agreement, which maximises benefits for all our citizens and businesses.</p><p><strong> </strong></p><p>The Haulage Permits and Trailer Registration Act 2018 received Royal Assent on 19 July and provides for powers to introduce a permitting system in the event that this were needed. There is a strong mutual interest in reaching an ambitious agreement, which maximises benefits for all our citizens and businesses. We will continue to work with industry to ensure that the interests of the logistics sector are properly reflected as we start to negotiate our withdrawal from the EU.</p><p><strong> </strong></p><p>The White Paper sets out a new proposal for a Facilitated Customs Arrangement (FCA). The FCA is a business-friendly model that seeks to facilitate the greatest possible trade between the UK and its trading partners, whether in Europe or rest of world, while allowing the UK to set its own tariffs. 	answer	answer is ministerial correction date of answer 11/02/2019 answer text <p>The UK will be able to negotiate, sign and ratify free trade agreements with rest of world partners and, if the backstop were to come into force following the Implementation Period, implement any elements that do not affect the functioning of the backstop. The backstop is not something that either the UK or the EU would ever want to come into force and, if it were to come into effect, both sides have been clear it should only be in place for a short time. The UK and EU are also legally obliged under the Protocol to use their best endeavours to facilitate trade between Northern Ireland and the rest of the UK, recognising the importance of that trade.</p><p>The Government’s long term economic analysis considers both the costs and benefits of moving to new trading relationships with the EU, and opportunities for ambitious new trade deals with new partners in the rest of the world. The analysis shows that the proposed deal is the best deal available for jobs and our economy that allows us to honour the result of the referendum and realise the opportunities of EU exit. 	answer	answer is ministerial correction date of answer 06/03/2019 answer text <p>The Government has set out a unilateral offer to protect the rights of EU citizens living in the UK in all scenarios, and has been urging all Member States to do the same for UK nationals living in their countries.</p><p>Despite the welcome progress made by some Member States to protect the rights of UK nationals in their countries, there are other areas where the offer to UK nationals falls short, particularly in relation to healthcare. This is why the Government supported the objective of the Costa amendment on the 27 February, as a ring-fenced agreement would achieve our aim of providing certainty to citizens whatever the outcome of negotiations. The Government is now writing to the EU institutions seeking clarity on their position in regards to ring-fencing the citizens’ rights part of the Withdrawal Agreement.</p><p>If a joint UK-EU commitment to ring-fence citizens cannot be achieved, protecting the rights of UK nationals in the EU would, in a no deal, ultimately be a matter for the EU and individual Member States. We are urging them to take all necessary measures to do so.
