star this property answer text <p>During the passage of the EU (Withdrawal) Act 2018 in the Commons the Government committed to providing a statement about the impact of all EU exit bills on equalities legislation (which includes provisions on disability as a protected characteristic). The Government’s commitment requires the relevant Minister to make and publish a statement for each EU exit bill indicating:</p><ol><li><p>whether the bill amends, repeals or revokes any part of the Equality Acts 2006 or 2010 or any secondary legislation made under those Acts and, if it does make such changes, an explanation of the effect of each change; and</p></li><li><p>that in relation to the policy which is given effect by the Bill, the relevant Minister “has had due regard to the need to eliminate discrimination, harassment, victimisation and any other conduct that is prohibited by or under the Equality Act 2010.”</p></li><li><p>that the Government will be making such a statement in respect of the WAB (which will be set out in the Explanatory Notes accompanying the Bill on its introduction); and this analysis has been carried out to inform decision-making on the Withdrawal Agreement and as preparation for the equality statement.</p></li></ol><p>The UK Government is committed to ensuring that there is no regression in equalities as we leave the EU. The Equality Act 2010 sets out wide-ranging equalities protections, and incorporates virtually all existing EU equalities law and Court of Justice of the European Union (CJEU) case law. In some areas, domestic legislation goes further than EU requirements - for example the public sector equality duty, which places a duty on public authorities to consider how their policies or decisions would affect people who are protected under the Equality Act. There are also domestic requirements that ensure non-discrimination in access to goods and services on grounds of disability.</p><p> </p>

star this property answer text <p>Following productive discussions with the EU, a clear vision for the UK’s future relationship with the EU has been set out in the recent Political Declaration. This included an agreement that both parties will establish general principles, terms and conditions for the UK’s participation in future EU programmes in areas of shared interest, including in areas such as science and innovation, culture and education. The next generation of EU programmes are currently under negotiation in the EU. The Government will decide whether to participate in specific programmes in light of these negotiations and wider UK priorities.</p><p>Furthermore, under the terms of the proposed Withdrawal Agreement, UK entities' right to participate in EU programmes during the current Multiannual Financial Framework period, such as Horizon 2020 and Creative Europe, will be unaffected by the UK's withdrawal from the EU for the lifetime of projects financed by the current MFF. According to the Withdrawal Agreement, UK based organisations and individuals will be able to bid for funding, participate in and lead consortia, until programme closure.</p>

star this property answer text <p>The Withdrawal Agreement includes protections for the rights of citizens including UK nationals currently living in the EU, which will allow them to continue living their lives broadly as they do now in the countries where they currently live.</p><p>The Government has been clear that we do not want or expect a no deal scenario. However, we will continue to do the responsible thing and prepare for all eventualities. This includes the potential impact of a no deal scenario on UK nationals currently resident in the EU.</p><p>The Office for National Statistics calculates there are approximately 780,000 UK nationals who currently live in the EU, excluding Ireland. Some of them could decide to return to the UK depending on a range of factors including action by EU member states and personal circumstances.</p><p>On 19 December, the European Commission reconfirmed their commitment to putting citizens’ rights first and called on Member States to take a generous approach to the rights of UK nationals in the EU. The majority of Member States, including France, Spain and the Netherlands, have set out their no deal plans and provided reassurances that the rights of UK nationals will be protected. The Government hopes that other Member States will set out the detail of their plans to protect the rights of UK nationals, in line with our assurances to EU citizens living in the UK, so there should be no need for them to leave.</p><p> </p>

This analysis helps define our future partnership with the EU, and informs our understanding of how EU exit will affect the UK’s domestic policies and frameworks. Ministers have a specific responsibility, which Parliament has endorsed, not to release information that would reveal our negotiating position and so the Government will not provide an ongoing commentary on internal analytical work.</p><p><strong> </strong></p><p>The Government is committed to positive and productive engagement with local governments across the UK, and will continue to work closely with them to understand the implications of the UK’s withdrawal from the EU. Ministers from across Government have also carried out extensive engagement on EU exit with businesses and industry bodies from all sectors of the economy and all regions of the UK, including those headquartered in Yorkshire.</p><p><strong> </strong></p><p>The FCA combined with a common rulebook on agricultural and industrial goods should ensure that businesses from all over the UK including Yorkshire can continue to export to the EU with no new barriers or frictions.</p>

star this property answer text <p>In December 2017, we reached a fair and reciprocal agreement with the EU on the rights of EU citizens in the UK and UK nationals in the EU, and this is set out in the draft Withdrawal Agreement.</p><p>This agreement will allow EU citizens resident in the UK and UK nationals resident in the EU before the end of the implementation period to continue living their lives broadly as they do now in the countries where they now live. It will enable families who have built their lives together in the EU and the UK to stay together, and it provides certainty that their rights will be maintained, including for residence, healthcare, pensions and other benefits.</p><p> </p> more like this
