	answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>The Government remains focused on ensuring a smooth and orderly withdrawal from the EU with a deal as soon as possible.</p><p>In November 2018, the Government delivered on its commitment to provide appropriate analysis to Parliament with a robust, objective assessment of how exiting the EU may affect the economy of the UK across different EU exit scenarios. The no deal scenario is based on an assessment of the average trade barriers that a country trading on WTO terms faces. The application of checks and controls at the border would depend on the UK’s commitments, including in relation to the level of alignment.</p><p>This balance will need to be agreed during the course of the future negotiations. Both sides have been clear that they wish to be as ambitious as possible. We have also agreed that there is a relationship between the UK’s commitments and checks and controls required between the UK and EU, which may lead to a spectrum of outcomes, but that both the UK and EU wish to be as ambitious as possible in establishing a future partnership. It sets out a UK-EU trade area for goods to ensure continued frictionless access at the border to each other's markets, underpinned by an upfront commitment to a common rulebook on goods, including agri-food and a Facilitated Customs Arrangement to avoid customs checks and controls at our border. As set out in the White Paper, the common rulebook would cover those rules which are necessary to provide for frictionless trade at the border between the UK and EU.</p><p><strong> </strong></p><p>In the case of manufactured goods, this encompasses all rules that could be checked at the border, as they set the requirements for placing manufactured goods on the market. This is in the interest of both EU and the UK and will enable us to protect integrated supply chains and meet our joint commitment on the Ireland-Northern Ireland border.</p><p><strong> </strong></p><p>As part of the agreement, the UK would also seek participation in relevant EU technical committees and agencies that have a role in designing and implementing rules that form part of the common rulebook.
