In February 2016, the independent Sentencing Council updated its guidelines in relation to sentencing for theft offences. The research aims to update the review Defra commissioned previously in 2010 which considered risk factors around dog attacks, as well as reviewing the use of enforcement around dog control issues, identifying best practice case studies and how to promote responsible dog ownership. As part of the research, the team will draw on relevant evidence from a number of EU countries including the Netherlands, Germany, Belgium and Spain. The research is due to be completed by the end of 2019. 	answer	answer is ministerial correction date of answer 29/10/2019 answer text <p>The Government published the Resources and Waste Strategy last year, setting out our plans to reduce, reuse and recycle more plastic than we do now. Our target is to eliminate all avoidable plastic waste throughout the life of the 25 Year Environment Plan, but for the most problematic plastics we are going faster.</p><p>We pledged £20 million to the Plastics Research and Innovation Fund which aims to reduce the environmental costs of plastic and litter. Our sights are set on problematic plastics such as cigarette filters which contain single-plastic polymers and blight our streets and seas. They will also be subject to the forthcoming extended producer responsibility scheme for packaging which will cover the full net costs of managing packaging at its end of life, including litter, expected to be introduced in 2023.</p><p> </p><p>In the Resources and Waste Strategy, we committed to looking into and consulting on extended producer responsibility for five new waste-streams by 2025, and consulting on two of these by 2022. We have currently identified our five priority waste-streams as: textiles, fishing gear, certain products in construction and demolition, bulky waste, and vehicle tyres. This list is not fixed and does not exclude the potential to review and consult on Extended Producer Responsibility (EPR) for other waste streams if these are identified as being of equal or higher priority.</p><p> </p><p>The EU’s Single-Use Plastics Directive includes measures to implement an EPR scheme for tobacco products with filters, and filters marketed for use in combination with tobacco products, which should cover the costs of awareness raising, data gathering and litter clean-up of these products.</p><p> </p><p>It is the Government’s ambition to use the opportunity of leaving the EU to refresh and renew our environmental policy.
