	answer	answer is ministerial correction date of answer 04/03/2020 answer text <p>In cases of localised flooding, we expect local authorities to have well established contingency measures in place and both the existing budgets and resources to respond and support their local communities.</p><p> </p><p>The emergency Bellwin scheme was activated after Storm Ciara on 10 February and Storm Dennis on 17 February 2020. The scheme was activated for qualifying areas in West Yorkshire, Cumbria and Lancashire which have seen significant impacts following Storm Ciara. It has also been activated for qualifying areas in Nottinghamshire, Leicestershire, Derbyshire, Shropshire, Telford and Wrekin, Worcestershire and Herefordshire which have seen significant impacts following Storm Dennis. Under the scheme, local authorities dealing with the flooding can apply to have 100% of their eligible costs, above a threshold, reimbursed by the government. Volunteers may use products that are authorised for amateur use; they may also use products that are authorised for professional use providing they are trained and hold a recognised certificate in the application of pesticides. 	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The Government is keen that the welfare needs of racehorses are well met, both during their racing lives and afterwards. The British Horseracing Authority (BHA) is responsible for the safety of racehorses at British racecourses and the BHA works alongside the RSPCA and World Horse Welfare to make horseracing as safe as possible.</p><p> </p><p>In relation to starting stalls, the incidence of stalls fatalities is low. In 2018 there was one stalls fatality over the course of 6,591 flat races. In addition the BHA Starting Team discuss any incident which occurs in the stalls with Veterinary Officers and staff handlers to improve safety.</p><p> </p><p>However, both I and the BHA consider that more can be done to make horseracing safer in general which is why I have been holding regular discussions with the BHA about this. Most recently on the 14 May, I met with the BHA as well as the new independent Chair of the BHA’s newly appointed Horse Welfare Board. This was a constructive meeting where the number of fatalities of racehorses was acknowledged and both sides agreed that further action is required to tackle avoidable harm and make the sport safer.</p><p> </p><p>The Board committed to doing all it can to improve welfare outcomes. Following this between April 2015 and March 2021 the Government is investing £2.7 billion to better protect the country from flooding and coastal erosion. As of March 2019, £1.67 billion of this Government funding has already been invested in flood and coastal erosion risk management (Flood and Coastal Erosion Risk Management grant-in-aid) nationally.</p><p> </p><p>In the City of York a total of £25.8 million was spent as of March 2019. This includes investment in the Foss Barrier, a strategic floodgate designed to protect properties upstream in the Foss River catchment.
