	answer	answer is ministerial correction date of answer 02/04/2014 answer text <p> </p><p>The Overseas Territories are highly dependent on the assets provided by their natural environment – their terrestrial and marine ecosystems – for their economic wellbeing. The long-term management of these assets is essential for the development of sustainable (‘green') economies in the Territories.</p><p>The objective of the environmental mainstreaming initiative is to assist individual Territories to identify the key issues that need to be addressed to ensure the environment is properly taken into account in all aspects of economic and infrastructure planning. Key issues include proper provision for waste management and the need to better understand the value of the environment to local economies and communities.</p><p>To date, three environmental mainstreaming projects have been managed by the Joint Nature Conservation Committee on behalf of the FCO and Defra, in the Falkland Islands, British Virgin Islands and Anguilla.</p><p>In addition, we have also funded projects in Anguilla through our Darwin Initiative Challenge Fund in 2012 and they are now developing a National Ecosystem Assessment using Darwin Plus funding. These include protection through statutory area designations such as Sites of Special Scientific Interest (SSSIs) and Areas of Outstanding Natural Beauty (AONBs). In addition there are specific incentives for peatland restoration in agri-environment schemes. In 2013 we committed £31.2 million through Environmental Stewardship (covering around 98,000ha) to management options for the maintenance and restoration of moorland habitats. A further £4.1million was committed in capital grants for grip blocking. These are the key options in Environmental Stewardship that contribute to the management of upland peat. This support will continue to be provided under the new environmental land management scheme.</p><p> </p><p><strong> </strong></p><p> </p><p>The Dark Peak Nature Improvement Area (NIA) in the Peak District, one of the twelve NIAs announced in 2012, is focused on improving upland peatland habitats across an area of 25,000ha.</p><p> </p><p><strong> </strong></p><p> </p><p>In September 2013 we launched the pilot UK Peatland Code which provides a basis for business sponsorship of peatland restoration. We will maintain our existing standards and look to raise standards sustainably over time as new research and evidence emerges.</p><p> </p><p>In England, we intend to develop publicly-funded schemes for farmers to deliver animal welfare enhancements beyond regulatory requirements that are not sufficiently rewarded by the market and want to provide greater transparency and certainty for consumers and for farmers. We are also looking to control exports of live animals for slaughter.</p><p> </p><p>In addition to this work related to our departure from the EU, we are planning to increase maximum sentences for animal cruelty to five years. 	answer	answer is ministerial correction date of answer 18/12/2018 answer text <p>There are no plans to certify non-qualified personnel to sign-off export health certificates.</p><p> </p><p>The quality of assurance of our exports is a high priority for the government and important for our trading partners. The use of Certification Support Officers will have no impact on this. As now Export Health Certificates will continue to be signed by an Official Veterinarian (OV) when that is required by the importing country. Certification Support Officers (CSOs) will be trained and authorised by the Animal and Plant Health Agency so they will have a suitable qualification. They must work under the direction of an OV and may carry out preparatory and administrative tasks, such as checking documents, identifying products or sealing containers. Ultimately, the official vet must be satisfied that the required conditions have been met before signing the certificate. We are engaging with representatives from all of Defra’s sectors including food and drink, farming, fishing, the chemicals industry and vets to ensure our sectors understand the potential implications of no deal, what actions they would need to take and that they are prepared for these. We share the view expressed by Dogs Trust in their most recent report about puppy smuggling that this is an abhorrent practice that harms the health and welfare of the animals involved. Moreover, we are determined to put an end to the illegal trade in puppies by adopting a zero tolerance approach to those that seek to exploit the Pet Travel Scheme (PTS) for the purpose of profit.</p><p> </p><p>The latest Dogs Trust investigative report highlighted the activities of unscrupulous traders who import puppies from third countries, such as Serbia, using falsified passports that conceal the true age and country of origin of the puppies, presenting a risk to the health of pets and people in the UK.</p><p> </p><p>The Animal Plant and Health Agency’s Intelligence Unit continues to gather information on those importing puppies illegally to quantify the scale of the problem and allow targeted disruption of their activities. Furthermore, Defra is engaged in a process of evaluating the risks to animal health and welfare that illegal imports of dogs pose, and developing long term strategies to better tackle them. 	answer	answer is ministerial correction date of answer 12/02/2019 answer text <p>While the immediate priority for the department is planning for No Deal, the Government is committed to publishing a National Food Strategy once we leave the EU.</p><p>This work is being led by Henry Dimbleby, Defra’s lead Non-Executive Director.
