unstar this property answer text
We know that there are significant health and wellbeing benefits to spending time in nature. That is why we announced in our Environmental Improvement Plan in January our intention to work across Government to ensure that everyone lives within a 15 minute walk of a blue or green space. We also committed to work in parallel to reduce barriers to access.

Achieving delivery of these cross government commitments, to bring nature closer to people and reduce barriers to accessing it, is a long term goal. We are currently focused on developing the right modelling tools and indicators to allow us to accurately measure the baseline, identify where to target efforts and to track future progress, engaging closely with stakeholders as we do so. At the same time we continue to deliver existing work across Government in this area, such as the Access for All programme, the Green Infrastructure Framework, the Levelling Up Parks Fund and the Walking and Cycling Infrastructure Strategy.

Access on waterways, and other inland blue spaces such as lakes, where there is no established public right of navigation should be arranged with the relevant landowners through local voluntary access agreements, to ensure the interests of all parties concerned are taken into account.

unstar this property answer text
Given the wide range of local circumstances, the Government does not have a role in making voluntary access agreement arrangements, nor do we monitor or hold information on them, since they are tailored to local situations enabling the needs of different users to be balanced both with each other and with the property rights of landowners.
more like this

unstar this property answer text
The Farming in Protected Landscapes programme opened for application in July 2021. Since then, around 1,000 projects have been approved for funding. Around twenty percent of these will help deliver more opportunities for people to explore, enjoy and understand the landscape and some of these could include improvements to access and enjoyment of inland waterways. We do not hold data on inland waterway access centrally. The programme is delivered by Protected Landscape bodies directly based on central guidance and priorities for individual projects are decided at a Protected Landscape level.

A total of 25 projects funded by the Green Recovery Challenge Fund across England have included activities to improve access and enjoyment of inland waterways, generally as part of a wider project. These projects total almost £16m of investment. The £80m Fund overall has funded 159 nature-based projects to restore nature, tackle climate change and connect people with the natural environment.

unstar this property answer text
After the transition period, Government policy will continue to recognise that access to waterways brings positive public benefits including health and well-being from exercise and recreation in the open air, as well as connecting communities more widely with the natural environment. Our waterways are enthusiastically used by a range of people with differing interests, including pedestrians, cyclists, anglers, paddle craft, and motorboaters amongst others. We believe it is essential that all interests work together when considering how the accessibility of waterways might be improved. This might include waterside path improvement, which would be led by the navigation or local authority involved. We believe that access to unregulated waterways should be achieved through encouraging voluntary access agreements, between riparian landowners and others with an interest in using the waterway, which take into account local circumstances.
more like this
