It will have rights to manage access to its waters and to work with other Coastal States, including the EU, to manage shared stocks and agree shares of fishing opportunities. star this property answer text <p>We are aware of the Centre for Cities report and are considering its evidence and findings. Improving air quality is a top priority for this Government and we are committed to take action to drive down overall emissions of air pollutants across the UK and reduce human exposure to local concentrations of pollutants.</p><p> </p><p>Levels of air pollution in the UK vary significantly depending on the specific pollutant, location, time of day and season. There are many factors that contribute to levels of air pollution at a local level but proximity to the European continent also plays a role particularly for the pollutant of greatest harm to human health, PM2.5. Around a third of the UK PM2.5 can be from sources outside of the UK (up to 50% on specific days). Many additional factors also contribute such as weather conditions and population density but South East areas of England are more affected by transboundary pollution in comparison to more north westerly regions of the UK.</p><p> </p><p>To improve air quality across the UK, the Government have already put in place a £3.5 billion plan to reduce harmful emissions from road transport and are supporting 61 English local authorities in both the North and the South of England to reduce nitrogen dioxide. We have also published the Clean Air Strategy (CAS) which sets out comprehensive action to reduce the national emissions of pollutants, reduce background pollution, and minimise human exposure to harmful concentrations of pollution. The CAS also seeks to drive down emissions of PM2.5 across the UK and provide stronger powers to tackle it in local areas where there is a problem. Furthermore, the forthcoming Environment Bill will introduce measures to ensure both neighbouring local authorities and relevant public authorities work collaboratively and cooperate to tackle the problem of regional air pollution. To tackle transboundary pollution we are increasing our International engagement activity. The Bill will also introduce a duty to set a target for concentration levels of PM2.5 in ambient air as well as a duty to set an additional long-term target on air quality, going beyond EU requirements and delivering significant health benefits for our citizens</p>

star this property answer text <p>The Government is deeply concerned about the illegal trade in waste, including reports of illegal plastic waste exported from the UK.</p><p> </p><p>Recognising the difficulties experienced by some countries in managing imports of plastic waste the Queen’s Speech on the 19 December included a commitment to ban the export of polluting plastic wastes to countries that are not members of the Organisation for Economic Cooperation and Development.</p><p> </p><p>The Environment Bill includes a power which will enable us to deliver on this commitment and we will consult this year on the date by which this should be achieved.</p> more like this

star this property answer text <p>The checks and import process for live animals, products of animal origin, high-risk food and feed from the EU will not change on day 1. We are adopting a risk based approach and envisage no radical change to the process initially.</p><p> </p><p>In a no deal situation the EU will not carry out full checks on imports of third country animal products and high-risk food and feed which move through the EU before arrival in the UK (transit goods). Importers would therefore need to notify UK authorities using the new import notification system and would be directed to an existing UK Border Inspection Post (BIP) where the relevant checks would take place. This requirement would ensure that the current level of biosecurity is maintained. (Currently these transit goods are checked at point of entry to the EU and enter the UK as an EU import without the need for further checks). We are working closely with ports, carriers and trade groups to look for ways to minimise the impact on current trade routes.</p><p> </p><p>Export to third countries will continue as now, with amendments to the wording of Export Health Certificates (EHC) to reflect the fact that we have left the EU.</p><p> </p><p>If the UK leaves the EU in March 2019 with no deal in place, EHCs would be required for exports of all live animals and products of animal origin from the UK to the EU. EHCs would need to be signed by an Official Veterinarian or authorised signatory following inspection of the consignment. Consignments would need to arrive through a BIP within the EU. This is new for those businesses who export only to the EU and will incur some additional cost and administration. To prepare for the potential increase in EHC numbers, work is being undertaken to make the application process simpler - as we expect many more exporters to start using it - and to ensure that there is enough capacity amongst appropriately trained veterinarians or authorised signatories to approve the additional certificates.</p><p> </p><p>We cannot comment on the readiness of the EU in terms of BIP infrastructure to process and check our exports of live animals and products of animal origin.</p>

star this property answer text <p>The Government is committed to securing the best possible deal for Britain as we leave the EU which works for farmers, food producers and consumers. Defra research has shown that currently the most important drivers of change in the cost of food are commodity prices, exchange rates and oil prices. This will not change when we leave the EU.</p><p> </p><p>Whilst the Government does not directly control these factors, we do work closely with industry to promote transparency for consumers and play an important role internationally in promoting open global markets. This helps create a competitive domestic market so producers and retailers can offer the best prices.</p> more like this

star this property answer text <p>The Health and Harmony Consultation closed on 8 May 2018. Over forty thousand responses were received from a wide range of people including farmers, environmental and food/farming related organisations and the general public. All responses have been analysed and are being used to inform our policies on future farm support.</p><p> </p><p>The Government published its policy response on 14 September setting out a future for food, farming and the environment in a green Brexit, together with reports on its analysis of the impacts of removing direct payments and economic rationales for future government intervention.</p><p> </p><p>The Government’s assessment was to adopt a gradual transition from the current approach to the new, avoiding a cliff-edge for farm businesses - noting the negative experiences in New Zealand when rapid changes were adopted. Our proposals therefore outline a 7 year transition period.</p><p> </p><p>We are applying reductions to Direct Payments in a fair way, with higher reductions initially applied to amounts in higher payment bands. All farmers will see some reductions from the start of the transition. We plan to begin making these reductions in 2021, with the final year for Direct Payments being 2027. We believe that this approach balances the views of those who feel recipients of the highest payments should initially face higher reductions, with the strong calls for the reductions to be shared amongst all farmers from the start of the transition and in a way that prepares the industry for change. The transition period also needs to be long enough to give farmers sufficient time to adapt and prepare for the new Environmental Land Management (ELM) scheme, which starts in 2024.</p><p> </p><p>The ELM National Pilot, starting in late 2021, will assess the end to end operability and deliverability before the scheme is rolled out in 2024. This will allow us to identify and refine any issues or barriers that occur in practice. We are working closely with a range of agricultural and environmental stakeholders to collaboratively design the new scheme, and to test and trial new approaches and investigate innovative mechanisms for the delivery of environmental outcomes.</p><p> </p><p>Defra recognises the challenges around the uncertainty and outcome of the timing of leaving the EU. It is planning for every contingency to ensure a smooth departure from the EU, including detailed ’no deal’ plans.</p>

star this property answer text <p>The Government recognises the importance of tackling plastic pollution and addressing the sustainability of the fashion industry, and our Resources and Waste Strategy sets out how we will do this. The Government has not made an assessment of the environmental impact of introducing a 5p charge for plastic clothes hangers, however our reforms set out in the Strategy will help address the issues that they pose. When sold in conjunction with clothing, plastic clothes hangers are classified as packaging items, meaning that they are subject to the current producer responsibility system for packaging waste. This requires obligated businesses to acquire evidence to demonstrate that tonnages equivalent to their individual targets have been recovered and recycled each year. Earlier this year the Government consulted on proposals to reform the current packaging producer responsibility system and intends to bring forward its final proposals for consultation in 2020.</p><p> </p> more like this
