answer	answer is ministerial correction date of answer 13/07/2023 answer text <p>Ofwat monitors and assesses the financial resilience of each company on an individual and ongoing basis and challenges companies where they identify the need. Each year, in its Monitoring Financial Resilience Report, Ofwat sets out its key messages and observations on financial resilience across the sector.</p><p> </p><p>Ofwat has used intervention and regulatory guidance to encourage Southern Water to improve financial resilience and outcomes for customers and the environment.</p><p>In 2021, Southern Water’s investors injected around £530 million to improve operational performance and support its financial position. Southern Water was also required to prepare a turnaround plan, which sets out how it will improve its overall performance. Progress against the delivery of its plan is being closely monitored by Ofwat.</p><p> </p><p>The Environment Act 2021 gave Ofwat improved powers to modify water company licenses without consent from water companies. This has enabled Ofwat to strengthen its existing ring-fence framework and to intervene at an earlier stage where companies are experiencing financial resilience challenges. answer	answer is ministerial correction date of answer 16/05/2022 answer text <p>As set out in my answer of 19 April, no formal report was produced by the Access to the Outdoors commission. The outcomes of the commission include £30 million provided through the Spending Review to improve public access to green spaces and better joined up working across government in taking forward a number of policy measures.</p><p>These include the development of the UK-wide Levelling Up Parks Fund which will create parks and green spaces on urban land which has become unused, undeveloped or neglected. This Government is investing an unprecedented £2 billion in walking and cycling over this Parliament, building hundreds of miles of high-quality cycle lanes and increasing access to a range of places including green spaces. We have also launched the Department for Education's Sustainability and Climate Change Strategy, which includes a commitment to increase opportunities for all children and young people to spend time in nature, learn more about it, and get involved in improving their environment.</p><p>The 'Preventing and Tackling Mental Ill Health through Green Social Prescribing' cross-governmental project is testing nature-based social prescribing in seven test and learn sites. answer	answer is ministerial correction date of answer 28/04/2022 answer text <p>The Government has committed to leave the environment in a better state than we found it, and recognises the unique biodiversity loss challenges faced by every sector of our economy.</p><p>Through the Environment Act, the Government is introducing a statutory cycle of monitoring, planning and reporting on Environmental Improvement Plans (EIPs). The Outcome Indicator Framework provides one method of reporting on the progress of the EIP. The Framework draws together a comprehensive suite of measures which collectively describe environmental change as it relates to the ten goals of the 25 Year Environment Plan (which will become the first EIP).</p><p>The Government has introduced a significant number of policies across the economy to support sectors to recover nature, from biodiversity net gain to environmental land management schemes. In 2018 the Green Book incorporated reference to natural capital for the first time. The 2020 version of the Green Book incorporated as its supplementary guidance Defra's 'Enabling a Natural Capital Approach' (ENCA) which provides further data, guidance, and tools to support policymakers in every Government Department on how to consider natural capital in all decision-making.</p><p>In our 2019 Green Finance Strategy, the government committed to transforming the frameworks for financial decision making. This includes supporting the finance sector to develop the tools and skills to price climate and biodiversity risk into financial models. As part of the strategy, we set a clear expectation for the finance sector to implement the recommendations of the global Taskforce on Climate related Finance Disclosures, to ensure that risks are properly understood. We also committed to catalyse international action on nature-related financial disclosures.</p><p>Since the publication of the Strategy, we have increased our ambition and accelerated the pace including the Chancellor's announcement in November 2020 setting a timetable for climate disclosures to become mandatory by 2024 and through the launch of a global market-led Taskforce on Nature Related Disclosures. The Chancellor also announced plans to legislate to create a Green Taxonomy, to provide clear guidelines to investors on the sectors, technologies and activities that can be considered compatible with the transition to a nature-positive economy in line with our long-term environmental policies. answer	answer is ministerial correction date of answer 19/07/2021 answer text <p>Marine Protected Areas (MPAs) are a devolved competency and the information provided therefore relates to England only.</p><p> </p><p>The Marine Management Organisation (MMO) and the Inshore Fisheries and Conservation Authorities assess on a site by site basis which fishing activities could prevent them from achieving their conservation objectives and determine what management is required to meet the site conservation objectives.</p><p> </p><p>'Supertrawlers' generally target pelagic species of fish within the water column and are unlikely to interact with the seabed habitats, such as reef and sediment habitats, for which most MPAs are designated. Both bottom trawlers and fly-shooters interact with the seabed and are therefore likely to impact seabed habitats. The compatibility of these activities will depend on the features protected in each site. If the site assessments conclude that this type of fishing poses a risk to the conservation objectives of a MPA, the relevant regulator would implement management measures.</p><p> </p><p>Management measures will be introduced on a site by site basis to ensure that measures can be tailored to meet the conservation objectives of each site, without unnecessarily restricting fishing activity. We believe using byelaws, rather than fishing vessel licences, to manage fishing in MPAs is the best approach to further site conservation objectives. answer	answer is ministerial correction date of answer 19/07/2021 answer text <p>On 8 June 2021, the Government published its response to the Benyon Review into Highly Protected Marine Areas (HPMAs). The Government accepted the central recommendation that we should take forward pilot sites and we will designate these next year. The purpose of HPMAs is biodiversity recovery and by setting aside areas of sea with high levels of protection, HPMAs will allow nature to recover to a more natural state, allowing the ecosystem to thrive in the absence of damaging activities. The Benyon Review Panel reviewed clear evidence and heard strong support for the ecological benefits that HPMAs can deliver.</p><p> </p><p>The Government will identify pilot HPMAs with ecological value, including areas with potential to recover. In early July, Defra, with the Joint Nature Conservation Committee and Natural England, published the ecological criteria to be used in HPMA identification and opened the process for third parties to suggest potential HPMA pilot sites until the end of August. Defra will then use social and economic principles to minimise the impacts on sea users, including fishing communities.
