answer	answer is ministerial correction date of answer 06/09/2019 answer text <p>Food is a critical national infrastructure sector and Defra has lead Government department oversight of responsibility for food supply in England. The policy is devolved to Scotland, Wales and Northern Ireland in the constitutional settlement.</p><p> </p><p>Defra is not responsible for the supply of food and drink to the population in an emergency, and the expertise, capability and levers to plan for and respond to food supply disruption lie within the industry. However, we have well established relationships with the food and drink sectors, and we work collaboratively with the food industry and across Government to support coherent and robust industry contingency planning and response in the event of an incident situation. The food industry is experienced in dealing with scenarios that can affect food supply.</p><p> </p><p>Local authorities do not have a general duty to provide food but have duties to provide food to particular groups in particular circumstances, including schools and care settings. Public sector food provision for specific sectors is led by the relevant Government departments. Defra works with lead Departments (including DfE, DHSC and MoJ) to support their contingency planning for food supply to public services. Alongside this, there has been cross-Government engagement including Defra with 3rd sector organisations to understand the concerns and views of representatives from the food aid sector.</p><p> </p><p>The Government is committed to a strong safety net for those who need it and will continue to spend over £90 billion a year on welfare benefits. answer	answer is ministerial correction date of answer 05/09/2019 answer text <p>The Rural Payments Agency (RPA) took on responsibility for Environmental Stewardship and Countryside Stewardship schemes in October 2018, and has introduced a number of measures on agri-environment schemes to make it easier for farmers and land managers to apply and make it simpler for them to administer.</p><p> </p><p>The RPA has made improvements to the online service, including making more offers available to apply for online and allowing applicants to download application packs. It has simplified both the rules regarding the evidence we require and the guidance manuals. answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>In setting that temporary regime the Government has sought to strike a balance between the impacts on consumers and producers.</p><p> </p><p>The Government considered the available evidence on tariff rates, exposure to competition, and the potential impact on business costs and employment, weighing this against the impact of tariffs on consumer prices and producers’ supply chains.</p><p> </p><p>Recognising that there are significant uncertainties, the Government believes it has adopted a policy that strikes the right balance between not exposing the UK market to an unreasonable level of competition, and liberalising tariffs to maintain current supply chains and to avoid an increase in consumer prices.</p><p> </p><p>The temporary tariff policy would only apply for up to 12 months. During the 12 month period, the Government will work with industry and remain responsive to businesses and consumers. We will consider exceptional changes where clear evidence is provided against the criteria set out by the five principles of the Taxation (Cross-border Trade) Act 2018.</p><p> </p><p>After this, the Government intends to introduce a long-term tariff regime.
