answer text
We published our ‘Roadmap on water efficiency in new developments and retrofits’ in the Environmental Improvement Plan in 2023. This sets out 10 actions to achieve our statutory target to reduce water demand by 20% by 2038. Within this we committed to implementing a Mandatory Water Efficiency label by 2025, to enable consumers to identify water efficient products. In October 2023, the Government publicly committed to a spring consultation to fulfil the roadmap action to Review the Building Regulations 2010, and the water efficiency, water recycling and drainage standards (regulation 36 and Part G2, H1, H2, H3 of Schedule 1), considering industry competence and skills.
more like this

answer text
We are working with Ofwat to ensure the sector can develop innovative technology for water efficiency through their Innovation fund. We wrote, this year, to all water companies encouraging a rapid increase of smart meter installations for household and non-household customers. The 2023 Plan for Water details our roadmap for water efficiency in new development and retrofits, including our commitment to develop guidance for development design to minimise the pressure they place on the water system, especially in water stressed areas. We are looking at a number of ways to improve water efficiency in homes, including reviewing standards in the building regulations for showers, taps, and toilets. We are also delivering a mandatory water efficiency label for water using products by 2025.
more like this

answer text
Water neutrality is about enabling development which does not increase the amount of water taken/ abstracted from the environment. Water companies account for the effects of growth, drought and climate change uncertainty on future demand within a Water Resources Management Plan and update this every five years.

The investment through the Water Industry National Environment Programme (WINEP) is substantial; between 2020 and 2025 it will account for over £5 billion of asset improvements, investigation, monitoring and catchment interventions. Defra, the Environment Agency and Ofwat work with water companies to identify solutions that will improve water courses and prevent further deterioration. Water companies need to meet environmental legislative requirements set out in the Environment Act 2021.

Furthermore, in our Plan for Water we set out how we are working with the Future Homes Hub and Cranfield University to “develop clear guidance on ‘water positive’ or ‘net zero water’ developments and roles for developers and water companies, including water company incentives”. This guidance could be used by Local Authorities and any other organisation that aspires to become water positive.

In our Plan for Water we also set out that we will “support development of Agricultural Water Resources Management Plans through the Water for Food Group initiated by the National Farmers’ Union”. We are working with the agriculture sector and supporting farmers to store more water on their land – launching the second round of the £10 million Water Management Grant to fund more on-farm reservoirs and better irrigation equipment - and reducing planning barriers to small reservoirs.

answer text
We are working with the Department for Energy Security and Net Zero to maximise the synergies between the Government goals to reduce water demand and achieve net zero. We consulted on introducing a mandatory water efficiency label for water using products across all UK nations and assessed that such a label could save £125 million on water bills and £147 million on energy bills over 10 years. Hot water use is the second largest use of energy in a home after space heating. For example, installing a water-efficient showerhead could save a family of four about £30 on their combined energy and water bill each year.
more like this
