answer text <p>Local Authorities have a statutory responsibility under Part 2A of the Environmental Protection Act 1990 to inspect their areas from ‘time to time’ to identify and require the remediation of any land.</p><p> </p><p>The Government recognises that in particularly severe or complex cases Landfill Tax can act as a prohibitive financial barrier to the remediation and redevelopment of contaminated land. My Department held a Call for Evidence on this issue and published a Government response in March this year. As a result of this evidence, we are currently developing a grant scheme to fund costs of Landfill Tax to public bodies in England, where such costs are acting as a determinative barrier to the remediation and redevelopment of contaminated land.</p> more like this

answer text <p>In response to concerns about the apparent increase in pet theft since the start of the pandemic the Government set up the Pet Theft Taskforce in May 2021. The Taskforce was a cross-government initiative including Defra, the Ministry of Justice and the Home Office. The Taskforce published their findings in September 2021 with input from animal welfare groups and experts in relevant fields. We are in the process of taking forward the Task Force’s recommendations together with relevant Departments.</p> more like this

answer text <p>The theft of a much-loved pet causes emotional trauma and impacts pet owners and families. The Government launched a Pet Theft Taskforce in May 2021 in response to concerns about a perceived increase in pet theft during COVID restrictions.</p><p>The Pet Theft Taskforce concluded that a new offence of pet abduction would best address concerns that the criminal law is only currently capable of treating the theft of a pet as a theft of property; and also, to recognise the potential impact on their welfare when they are taken by strangers.</p><p>The offence as currently drafted in the Animal Welfare (Kept Animals) Bill focuses on dogs, with enabling powers. The inclusion of the enabling powers means that the Secretary of State will be able to extend the offence to other species of companion animal in the future by making regulations.</p><p>The Animal Welfare (Kept Animals) Bill completed its Commons Committee Stage in November. A carryover motion was passed by the House on 25 April 2022. The Bill will continue its passage as soon as parliamentary time allows.</p>

answer text <p>In response to concerns about a perceived increase in pet theft during Covid restrictions, the Government set up the Pet Theft Taskforce to investigate. The Taskforce gathered, researched and commissioned work to build a clear evidence base of the issue and worked with police, law enforcement, and experts to formulate recommendations. Since publication of the report, the Department for Environment, Food &amp; Rural Affairs, the Home Office and the Ministry of Justice continue to work together to implement the Taskforce’s recommendations and take into account new evidence, including the Cat Theft Report 2022.</p><p> </p><p>The Taskforce's recommendations included the creation of a new 'pet abduction' offence to recognise that pets are not mere items of property and to recognise the potential impact on their welfare when they are taken by strangers. The offence as currently drafted in the Animal Welfare (Kept Animals) Bill focuses on dogs, with enabling powers. The inclusion of the enabling powers means that the Secretary of State will be able to extend the offence to other species of companion animal in the future by making regulations.</p><p> </p><p>The Government listened closely to views expressed on this issue during its Commons Committee stage, in particular whether cats should also be included with dogs at the outset, and the Government is currently considering this issue carefully.</p><p> </p><p>The Animal Welfare (Kept Animals) Bill completed its Commons Committee Stage in November and following the passing of a carryover motion by the House on 25 April 2022, will continue its passage in the next Session. The Bill will be reintroduced in the third session in the form in which it was suspended and go straight to Report stage in the House of Commons before continuing its passage in the House of Lords.</p><p> </p><p> </p>
