This includes a maximum reduction of 25% for the portion of the payment which exceeds £150,000. Based on 2018 data, we estimate that around 1,000 farmers will fall into this category. Founded on the principle of &quot;public money for public goods&quot;, ELM is intended to provide a powerful vehicle for achieving the goals of the 25 Year Environment Plan and commitment to net zero emissions by 2050, while supporting our rural economy.</p><p> </p><p>Farmers and other land managers may enter into agreements to be paid for delivering the following public goods:</p><p> </p><ul><li>clean air</li><li>clean and plentiful water</li><li>thriving plants and wildlife</li><li>reduction in and protection from environmental hazards</li><li>beauty, heritage and engagement with the environment</li><li>mitigation of and adaptation to climate change</li></ul><p> </p><p>Beauty, heritage and engagement with the environment is a public good identified in the 25 Year Environment Plan and an important objective of ELM. answer	answer is ministerial correction date of answer 08/06/2020 answer text <p>The Agriculture Bill provides powers for the Government to act in a crisis related to severe market disturbance.</p><p> </p><p>As we are doing now, we will be closely monitoring all agricultural sectors. We have developed the UK Agricultural Market Monitoring Group which is meeting in shadow form during the transition period. This allows officials in Defra and the Devolved Administrations to monitor UK agricultural markets, to share the latest stakeholder information and to provide warning of atypical market movements. The first agreements with those taking part in the Pilot are planned to begin formally in late 2021. The Pilot is planned to run for three years until ELM is launched in late 2024 and will provide an important opportunity for farmers, foresters and other land managers to be involved in shaping the scheme.</p><p> </p><p>The Pilot will be undertaken in close consultation with relevant stakeholders. When delinked payments are introduced, they will entirely replace the current Basic Payment Scheme (and greening and young farmer payment) for all farmers. The earliest we will delink is 2022. Once we have delinked payments, recipients will no longer have to farm in order to receive payments during the agricultural transition.</p><p>Eligibility for delinked payments will be based on a reference period. This reference period will be a year, or period of years, before we introduce delinking.
