answer	answer is ministerial correction date of answer 05/11/2019 answer text <p>Projects funded under the L’Instrument Financier pour l’Environnement (LIFE) programme have played an important role in helping to implement environment policy in the UK. The Government’s 25 Year Environment Plan makes clear that public funding will continue to play an important role in protecting and enhancing our natural environment. Securing a negotiated exit from the EU would ensure that UK organisations could continue to access LIFE funding until the end of 2020. The UK Government has guaranteed to underwrite the funding for agreed LIFE projects led by UK organisations in the event of the funding from the EU stopping in a ‘no deal’ exit. answer	answer is ministerial correction date of answer 04/11/2019 answer text <p>Our Clean Air Strategy includes new and ambitious goals, legislation, investment and policies which will help us to clean up our air faster and more effectively. The Environment Bill includes measures to improve air quality including ensuring local authorities have a clear framework, and simple to use powers, to tackle air pollution.</p><p>Local authorities already have statutory duties to review and assess local air quality, and to declare Air Quality Management Areas and put in place action plans to clean up local air if improvements are necessary. There are a range of tools available to them to support this work.</p><p>The Borough’s latest assessment of air quality in St Helens is detailed in their Annual Status Report for 2018. Since 2010 the Government has planted just over 15 million trees, or nearly 13,000 hectares of new woodland in England. In this Parliament over 4.1 million trees have been planted, and we are on track to meet our targets to plant 11 million trees and a further 1 million trees in and around our towns and cities.</p><p> </p><p>The Government is investing £5.7 million to kick-start the development of the Northern Forest, led by a partnership of the Community Forests and the Woodland Trust. Specifically, this will fund the planting of at least 1.8 million new trees across the Northern Forest by 2022, and help the partnership develop approaches to achieve their longer-term vision of 50 million trees planted over the next 25 years.</p><p> </p><p>St Helens and other parts of the North West are located within the Northern Forest and will benefit from increased tree planting through this initiative. Our Trees for Schools programme and Urban Tree Challenge Fund are also helping to increase planting rates in these places.</p><p> </p><p>The Government remains committed to the shared public and private sector aspiration of reaching 12% woodland cover in England by 2060 and has signalled this in the Clean Growth Strategy and the 25 Year Environment Plan.</p><p> </p><p>To increase the rate of afforestation in England, the Government has simplified grant applications and announced additional funding of £50 million for the Woodland Carbon Guarantee to incentivise planting and carbon sequestration. The Government has been clear that this principle and therefore the capacity for submission of joint registrations will be retained under UK REACH. This principle will help reduce the amount of testing required to demonstrate safe use and management of a given chemical. We have worked with industry stakeholders one-to-one and in a series of workshops to develop this joint registration process, the supporting IT functionality and published written guidance to support the submission of joint dossiers.</p><p> </p><p>The Government is not able to influence the terms under which data currently used for the purposes of EU REACH registrations can be accessed by UK companies in order to support their registrations under UK REACH. Although this is a matter for commercial negotiations, we will continue to work with and encourage industry to facilitate data sharing arrangements.</p><p> </p><p>We are currently working with key trade associations to develop data sharing guidance, which can be targeted directly to the trade associations’ members and networks. answer	answer is ministerial correction date of answer 05/11/2019 answer text <p>The Government recognises the importance of tackling plastic pollution and addressing the sustainability of the fashion industry, and our Resources and Waste Strategy sets out how we will do this. The Government has not made an assessment of the environmental impact of introducing a 5p charge for plastic clothes hangers, however our reforms set out in the Strategy will help address the issues that they pose. When sold in conjunction with clothing, plastic clothes hangers are classified as packaging items, meaning that they are subject to the current producer responsibility system for packaging waste. This requires obligated businesses to acquire evidence to demonstrate that tonnages equivalent to their individual targets have been recovered and recycled each year.
